The point isn't entirely the money involved. Although that does play a significant role.
You have to gather your five people, admittedly not hard.
You have to put yourself up for changes based on the community's ideas.
You have to pass by the admins and get a thumbs up.
You have to then stick to certain guidelines and/or restrictions.
You must always maintain 5 members.
You have to then wait 4 months (was 4 last I checked anyhow) to buy a system.
Then you have to have a certain playerbase and raise the money, then find a modder to work on it for you.
All in all, it seems like a lot of hassle to be told "Meh, you can't really do anything you couldn't do before."

500 mil is pocket change. Whats the minimum amount of members a faction can have before it can own a system? Im not sure. But most factions anyway have at least 10 players thats 50 mil each. You can trade that within a couple of hours. You pay 500 mil and you get to create a system basically in your image. Name Planets and Bases the way you wish, within reason of corse. You couldnt name somthing Planet Underpants...obviously. And it may have been fine a long time ago when most NPC factions only had one official clan to say they have control over indies and non official factions. But theres alot more players now aswell as factions. Times change and our views on the way things should be have to change to accomidate everyone.

You can control your system, you just can't keep the proper indies from coming in to buy ships and equipment. Everything else is pretty much at the whim of the owner.
This doesn't matter to some factions, but it does to others: Factions get a battleship, which doesn't count towards anyone's 1-per-player (or account, or whatever it is).

Can't groups of independents share battleships? I was recently approached in an attempt to save a Juggy, which I believe was admin sanctioned.

Yeah, but it counts as the battleship of at least one of the sharers, I believe.
Compromise! System-owners can kick out whomever they like, including indies, but they can't do anything to anyone just because they find them flying a ship or using a piece of equipment which they know is only sold in their Guard system. So if you catch them, kick them, but if they sneak in when you're not around, suck it up. Everyone's happy! ish...

1 Shared battleship (You do NOT get a battleship licence)
2 Official faction Message Dump which doesn't get lost in the regular roleplay hub
3 Official faction recruitment, which you do not get at all if you're unofficial.
3 The opportunity to purchase and modify a system to your exact specifications. (this is what is specifically being discussed, what an owning faction may do with regards to that system)
4 The opportunity to further push Discovery's story line. ( This one is not guaranteed)

Why couldn't I pay Mr. Gnito, as an independent player, to make an interesting system? I could even toss in some 'exact specifications'. So far as I'm aware, system modders are allowed to submit systems that aren't faction guards.
1. If you're going to have enough people for battleships, you have atleast one guy to get the license.
2. If it's an active message dump, it won't get lost. Also, you can keep lings to it around the place.
3. I've seen plenty of unofficial recruitment threads that get more activity than official ones ...
4. (You used #3 twice.) True, that's an advantage. I'll wait until you get back to us with the (hopefully) changed "restrictions" until I comment here.
5. But what if say Kusari and Bretonia decided not to fight anymore? A perfectly valid treaty was brought to pass after months of deliberation and stellar RP. Would that mean 4.85 would contain an entire ceasefire? I doubt it.
