Let me start by saying what you already know. You are making a huge mistake.
I think this all stems from low ranking LN officers being offended because higher ranking independent officers (i.e. more experienced players with ships that have been around for a long time) are not yielding to commands that they feel are OORP, improper, or ill-advised (mostly due to the [LN] officers youth and inexperience). The LN faction must realize that they are not the only members of the Liberty Navy and making decrees like this will only alienate the houses biggest and long standing protectors.
In the hours that I am on, I rarely see very many faction LN players, and those that are there are unequipped, in both numbers and experience, to provide Liberty with any real protection. Thus, each night (GMT-8), it is left to the Liberty Navy independents to provide protection to the area. They are fearless and ruthless, but very effective. I have been saved more than once by these, so-called, capwhoring, pvp-er indy Liberty navy when my distress calls to the LN when unanswered.
It is my suspicion that many of these cap-whores will continue to defend Liberty from its enemies despite this ban and any interference with this activity would be considered utterly treasonous.

Fearless and ruthless? So gangbanging a single pirate fighter with a small fleet makes you fearless?
"Noted."

Sorry, this just looks like garbage. Some LNS players do have good RP. Those ones will have chance to be allowed. But the vast majority that exist, and that I have personally seen, simply attack anything with superior numbers and little more RP than "engaging hostile".
Most of the LN, even the newbies, do try their best to RP, and since they're only flying Avengers and Havoks, your point is moot. Capwhoring is the issue here. You can't capwhore in fighters, last I checked. They're flying these now, and if they prove themselves responsible enough in the long run, they may be allowed capital ships later on. This is called regulating military equipment, it's RP, and it makes it funner for the unlawfuls too.
LN is one of the most active factions on the server mate, we've actually kicked out 20 members recently due to having too many. Now, we're not online at all times, and when we are, we're usually the only ones in fighters and/or bombers, besides, we're not alienating all indies, only the ooRP pvpwhores. Which are a lot of them actually. As you can see, our allowed list is expanding with each passing moment as we get new folks with RP stories or the old indies we know are alright. Now, you got mighty defensive there, I'd be willing to bet you have a liberty cap ship for a while. Anyhow, none of these things stem from the younger officers, it actually came from over 5 months of discussions between the LSF, LN, and LPI actually before. And you can still continue to "defend" Liberty yes, but if you disobey an order you're going to have to deal with both unlawfuls and lawfuls. "Fearless" and "Ruthless" is just another name for a pvp whore that provides little to no RP. We're going to clear Liberty of them, and keep the guys that RP.
Infact the reason I did this is because I have witnessed an awful lot of overkill, bad roleplay, and pvpwhoring from many people in liberty. The people who we have place in the position of command within the LN are good roleplayers and have decent experience.
The 'real protection' you speak of sounds to me like just killing unlawfuls at any costs, and that is not what the game is about. It is about having your fun while allowing people to have theirs. I have seen little of this respect for other players from many within liberty so I decided to take this measure.
I want everyone to have their fun, however at the moment many groups of players are suffering, Dels LR faction being a prime example. They have been so heavily capwhored and overkilled that they have resoprted to removing their faction tag. This is both sad and should be unnessesary, but it has happened as the simply couldn't operate beforehand.
I find it deeply sad that so many people feel the need to kill at all costs. A lot of liberty navy indy caps have attacked me personally with no RP whatsoever, and the number of times I have seen a lone sabre, or greyhound or eagle being outnumbered 3-1 by gunboats or cruisers. this is the kind of thing I don't ever want to see, as it is frankly bad roleplay (why use huge caps against something easily beaten by cheaper and easier to produce fighters?), and utterly stupid in terms of respecting other people's enjoyment of the game.
I agree with hasting, if everyone would start using caps and totaly outnumber and outgun the pirates, i think it won't be long till there are no pirates left, and that would be devestating for the RP in my eyes
For the past week or so since I've been back, I've had the distinct honor of clying with the LNS prodigy and matt's battlecruiser, both are absolutely willing to hop into a fighter if the situation warrants it, and equally as happy to hop into their battlecruisers when the situation warrants it. Hell, last night we had a raging fighter brawl going and Matt's BC was just standing a bit off watching, but boy-oh-boy were we happy we had him when not one, but TWO outcast destroyers showed up at this "fighter" brawl.
Fun was had by all, except maybe the HF bomber pilot who said some choice things in system OORP (she was lagging so badly she actually dropped connection TWICE during the fighting).
So, if these two aren't on the list, well, I forsee the later evening defense of liberty suffering very very badly.
PS: the pilot of the prodigy was in one of the fighters by the way

Dont forget the other side, pirates, coming up in 3 GB`s plus Bombers and you are the only lawful in NY, so what do you choose? your Fighter(with the high chance you get killed) or your Cruiser (higher chance to survive longer and hoping for backup:D) So it is tricky, the game repeats itself, one day the lawfuls comes up with the big ships, the other day the unlawfuls have their hand in Liberty, but i can live with it ^^
