Actually all I want to do, even though the above posts make it sound bad, is to be the police that can go anywhere. Else, no biggie, will just have to have 4 police characters.

Better yet. Make 4 Vigilante chars. They don't need even to follow the police code that closely. Just make sure you RP before you attack. Plain old 'engaging' is not RP.

But be careful or you'll end up spitted and roasted if you do not know what targets are valid and what are not. To be on the very safe side get a BH ID & BH bomber, so you can basically cash in any blanket bounty pirate. But read the bounty descriptions well since most of those bounties have a names of systems they are effective in. Going after a bounty (be that blanket or specific) in a ship too big makes you suspect to pvp abuse. Single bounties for people are of course another matter altogether.

A good rule is that you can always hunt the same size or bigger ships with a blanket bounty.

Gunboat / gunship is a capital ship as well. I don't know if you can escort traders with capital ship, but you definitely are not allowed to claim bounties in Kusari space. At least not without special permission given by [KNF]

Hmm...

Many people seem to dispute whether gunboats are capital ships, some say they are not, but I agree and say they are.

If you really want these things - just get a bomber or a fighter... this be where the true power lies!
