Except the problem is that pretty much everyone other than Kusari lawful factions don't really have that option.
Bretonian lawfuls? Yeah, they're at war.
Rheinland lawfuls? They haven't much reason to be in Gallia, they're too far away.
Liberty lawfuls? Bretonian allies, so no dice.
Anyone unlawful? Yeah, Gallia won't want them there.
There's a pretty clear conflict of interest here. Friday chose to add cryocubes to the needed list, knowing that his faction was in a vastly better position to ship them to Sirius than just about everyone else.

Gallia has everything they need. There's no options for Sirius people to retailiate and blockade the other side of the Gallic minefields and say "No, Gallia, you can't have our XYZ until we get your cryocubes." That pretty severely limits the trading options because Gallia is now sitting on a gold mine and doesn't need anything from anyone else.

As pointed out above, anyone can blow up Nomads, and Nomads are found in quite a few places. There aren't two difficult-to-pass chokepoints preventing people from getting Nomad remains.
The other issue? The Kishiro annoucement didn't have any forum negotiation leading up to it. That means that any negotiation took place through skype deals or PMs, avenues that aren't available to everyone.
So Friday, who is in a position to be one of the only legal Sirius exporters from Gallia, designs the base system so that Gallic materials are required.

You are indeed correct - and it is something i would like to address. Fortunately the GRN accepted the offer from the Kusari government - and things did not escalate into an economic embargo.

The negotiations took place on Freeport 6, between 4.85 and 4.86. Kusari entry into Gallia is mandated by the 4.86 lore. The 100 million credit license fee is of course, little more than a bribe. Every House is guilty of pulling stunts like that!
You are also forgetting that Kishiro's main competitor - Samura - now has equal access to Gallia.

Except that not everyone else knew that items exclusive to Gallia would be required for stations.
It makes no sense in lore (how did they build every existing station in Sirius if they didn't have cryocubes?), it harms RP by putting only one or two factions (GRN and GRP) in complete control of base construction. It's just another attempt to force Gallia on a player population that, overall, doesn't really want it.
