Well as I said before I think you are taking it a bit far with "itchy trigger finger". Imo you should down Kusari traders, while neutrals (NOT Trader ID) and especially liberty corporations should be just asked to drop all cargo.

EDIT: I don't think there will be much universal/ic spam in 4.85 (right now there are quite few of them), apart from one other reason, they are hunted (= asked to pay more) by Lane Hackers in Liberty, and Farmers Alliance and Hogosha in Kusari.

That depends. Was the pirate planning on taking your cargo? If so, then it wouldn't make sense to pirate you with an empty hold. If he was going to just extort you for credits, on the other hand, then I'd say that the state of your cargo hold is irrelevant.

Well, if they were wanting credits, then I'd say that it doesn't matter what's in your hold. As for the Zoner part, a Zoner ID isn't a "get out of piracy free" card, nor will it ever be.

And I think you've derailed this topic quite far enough. Sigma 13 has nothing to do with Bretonian Privateers.

And we've said before that we don't care...

Also note that downing all Kusari traders and forcing other traders to drop cargo will result in more traders getting blown up. Too itchy, eh?

Well if you want to argue we can always argue...

"we don't care" is nice..
but there are some areas where others care:

1. server rules

The point of pirating a trader without cargo is not really explained in the rules yes... but killing an empty zoner ID/IFF Spatial almost without warning is very much on the edge of "terorist behavior"

2. Roleplay
Next time you shoot a Liberty trader there should be a diplomatic crisis between Liberty and Bretonia leading possible to stop in liberty supplies... you surely want that?

Well, we'll worry about that when we shoot down Liberty traders. Haven't done so very often, I have to say. Besides, if Liberty corporations are trading between Kusari and Rheinland, I'm sure the Liberty government wouldn't approve, either.
