You missed the point.

Doesn't an outstanding bounty on someone allow an aggressor to bypass rule 6.6 and just say "there's a bounty on you, I intend to collect!" before starting the pewpew?

If so, rule 6.6 is there for a reason and this giant blanket bounty is just there to allow people to bypass it.

If I'm mistaken in that impression, nevermind. I haven't really dealt with bounties much.

Edit: "outstanding vessel" -> "outstanding bounty"

(trader gives pirat 2mil)
Pirat: "Thanks. Oh look, there's a bounty on you, now dai anyway"

When you really think about it, a bounty also allows you to bypass 5.2: All attacks must be the result of some form of role play.

I don't disagree that this blanket bounty is allowing people to bypass a rule by permitting another roleplay avenue, but it's legal, so who cares? Fight back in space, not on forums.

In my experience, pirates do not hunt bounties. There's a bit of debate on the matter, however.

I think its fine if it has been kept closed, that "must make a demand" rule is stupid, and this IS roleplay reason for an attack. If someone wants to find out about this, theyd better bribe a merc who comes to kill them into telling who hired.

One way around this could be to include that an attempt at interdiction must happen first.
