There is an extremely large number of targets on this list. What I suggest is that if you'd like to hire people who were not previously on the contractor list for the Samura boards, you should put them on a trial period where they only have limited engagement rights. Only pirates would be a good thing to put people on trial for.

In that same light, if you want to put people on a trial for that kind of thing, adding Junkers, Liberty Rogues, Lane Hackers, and Mollys, might be a good move. I would think they would be added to the list of bountied before the shipping companies, to be honest. Naturally, foreign criminals should count less towards the trial and local criminals should be worth more. Also, adapting a zoning policy like the Kusari Lawful Bounties would help with this kind of thing as well.

Then again, that kind of trial period is what I would really expect for such a license to kill almost half of Sirius in a sixth of the space. You wanna make sure no one sells the information on who is paying for the attacks on your targets to those targets, right?
