Looks like you can read that, also seems you would of been told since it looks like you can read this yourself.
An open bounty is one thing a closed one is something else.
If I make an open transmission in the comm channel, everyone can read it, if it is closed only the ones I sent it to can.

Whether I place this bounty in the comms channel or bounty board is not important, what is is who I send it too.
It is placed there because that is where these things go.

My problem here is obviously, that i have to read it before i can decide, if i am allowed to read it and use it for my char in RP. That is a contradiction to causality and doesn't make sense.

If I were Samura I'd keep it open just for AFA and Hogosha ID'd players, you can't trust in gaijins.

Samura putting a bounty on the Blood Dragons? Have you not done so already? I would have thought that a blanket bounty on Samura's DIRECT enemies (even the GMG now) would be par for the course?

As for the question of precedent. Maybe not straight away, but I believe that in the fullness of time other factions will seek to follow your example - and seek to justify the broadest possible range of bounties.
