We can't go any lower than the 1 million due to the rules.
It is supposed to reflect the dark side of Samura and their willingness to defend their quasi-monopoly in Kusari by all means, not to offer a workaround to the current rules. However, like with all new things, a burst in activity in the first days is likely before stuff goes back to normal.
Samura itself got shot down to 30% activity when GMG initiated the war against Kusari and everyone went for their bounty boards. Nowadays we are back up again. I'd expect the same to happen in Kusari, just to a far lower extend since the payments are far lower.

There was a complaint because your signature violated forum rule 1. Specifically:

Ye, that's all I'm worried about. The house has few enough players as it is, and if the bounty was going to be implemented as it looked like there then it might have had even less.
Regardless, I hope the final outcome of whatever Samura end up doing will bring more activity & fun for all to the poor place, whether or not people like me see the sense in it. :D

I know that Samura is super-duper against all these gaijin flying around hauling stuff instead of them flying around hauling the same stuff, but this really doesn't seem like the way to go about it. Mugging the odd ship here and there would seem all right, but trying to eradicate each and every trade vessel that crosses the borders into Kusari doesn't really seem like the right path to go down, even in-RP. I'm no economist, but that might bugger up Kusari's economy a tiny bit.
And, people might not give a damn about the income. The ability to fly around shooting almost everything they come across in a freighter or above might be enough for them, you get me?

I'm not trying to shoot your idea right down and remove all traces of its existence forever while declaring it utterly unfeasible no matter what, I just don't think it will work in its current form and it should be twiddled to be less extreme. Granted, Samura probably should be exploring more into its shady-evil-conglomerate avenue of roleplay, but I don't think they're ready to utterly dominate Kusari's marketplace and instate themselves and Kishiro as the sole providers for Kusari's warmachine yet.

IC| can fly Ryjins freely, without approval as it was incorporated by becoming official. So. Guess your post lost its meaning.

It would probably be better for Samura to (within an RP context) give credits to the AFA and [l] and [Avengers] as a wage, or as a reward based on blue messages in MD posts. That way you avoid the metagaming, and the pirates still have to operate within standard disco rules of pirate engagement. (ie, there will be fewer blue messages, because some people will concede the pirate's demands)

The testimony of one member of a criminal faction is not grounds for war. Some people seem to take rumour as fact. It is not. It is unprovable (without access to this "board") and the witness is also biased in your own examples (lying for credits, etc.)

It'll work out, itl change and adapt and if you had any ideas how there could be a way to help that then say them :nyam:

To me it seems like nothing's really changed. Everyone still has to follow the server rules and rules on their IDs. So I see no problems with this.

In fact that's what Samura did for centuries. All foreign trade vessels had to stop at either Tsushima, Deshima or Osaka and drop their cargo to be carried on by Samura and Kishiro. If it hasn't been for Roppongi, probably not a single gaijin trader would have ever set foot into New Tokyo. Even today, the amount of foreign traderships is quite low compared to local ones.
