Get rid of these raids and these factions loose 50% of their activity. Who cares if they don't make sense ? Since player actions have no impact on the storyline, what happens if a group of RM reaches Manhattan ? Guess what, nothing happens. They'll get forced off eventually. No big deal.

I digress, I too find it weird how an enemy capital fleet stays in orbit kills everything and then leaves. Snubs on the other hand I think is plausible, small craft used to strike strategic targets on the planet light enough to avoid planetary defenses but not armed enough to do any real damage. Also I find it plausible for snubs let's use an Outcast for example to land inRP on a planet deemed hostile. Just because the planets are the size of my left nut in Freelancer doesn't mean they are that small inRP...and planets generally tend to be pretty big, so I believe a snub can easily sneak past the defenses and land. There are info cards that suggest Outcast and Hacker and Rogue presence on the surface of Manhattan which further supports my theory
We can start by locking the NY-Alaska gate to every ID except Liberty Navy, Liberty Navy Guard, Liberty Security Force and Liberty Security Force guard.
Making invasions easier can be done by introducing bottlenecks for people to follow, so the authorities can sit there and wait for them to come through if they choose, rather than sending one person each to every possible entrance.
Or perhaps... we could even lock gates by rep. That'd be interesting, but it'd also give factions more power, which I can see some people objecting to.

But then it's no longer possible to lead operations from the Order along of the lines of the LN/LSF. The Order would be restricted in their actions. I do not agree with this kind of solution since I believe every player should be able to get anywhere, even if it's a cap and makes no sense inRP sometimes.

There's a jump hole to a system other than New York in Alaska. I'd argue that you should go the long way, given that it makes no sense for that gate to facilitate the free-for-all that often is New York.

if you do so, add a NY/Alaska jh somewhere what can be used by the order. (wont have anything against it if that JH wont support capital jumps)

On topic: I really can't stand it when a Hacker Guard ID'd Spyglass shows up at Manhattan. It makes me really mad. (Apart from the fact they don't exist inRP.)
Admittedly, they get shredded by the swift LN response.
