According to Adams, Kehaar was based on a Norwegian resistance fighter back in WWII...but in the flick, he's played as from eastern Europe somewhere. It's not really clarified anywhere though. Artistic license & whatnot I s'pose ::shug::
Oh man, I remember watching this as a Kid. It was awesome, but not as bad as some other Cartoon I've seen. I wonder if anyone knows about it. I only remember that there was a lot of Blood and Intestins. There was a Dog bringing Mice into Heaven by killing them with Electricity.

Scabious: The first rabbit to be killed by the men who poison-gassed the Sandleford warren. After smelling the poison gas, he came up and was shot, but not killed. Wounded, he was picked up and then hit hard with a stick, which killed him.
Just the book. Out of the dozens & dozens of times I've seen the flick, I have zero recollection of that particular bunny ever even being mentioned. Just a guess, but if you have a memory of seeing it, maybe you saw it on the TV series that was made much, much later. I never bothered watching the series, so I can't really say ::shrug::
