True that you can build it at a fighter cargo load.
But having a base means rather fast: Core upgrade. => 50.000 units.

There's the communications board. IDF have great control of Cryocubes so try contacting them about it. They need the activity. Stop whining on the forums and try dealing with things inRP about it.

I am actually seeing Rheinland ships in Orkney and I am not happy about it. even staying there without permit will give us the choice to shoot you down.

Activity suffers so the dev team turns all cyrotube production down in Sirius to send people to Gallia to up activity. GRP, in their wisdom, turns to taxing players who go to buy the cyrotubes to up their activity and then shames those who don't play along.
Oh no, our group happens to be 'shoot on sight' for not paying the obscenely insane amount + interest per 24 hours that we continued not to pay said amount, this after paying the GRP the tax for shipping the gold to the GMS station for their production.

I think you'll find we asked Junkers for one payment and they refused, hence the fining.
