How would you encourage activity in it?

Would this not be a good method?

Let the traders in and do what they do. This should lure out the pirates to do what they do. This in turn should lure out the police to do what they do. It's been a simple and successful formula that has worked for Disco for yrs.

I like how everyone complain about the crycubes, and their limited availability to Sirius.

But what about Xenobiotic Filters? They're only available on a single base, this even far outside of Gallia. In the middle of a war zone with embargoes in every direction.

People will find a way to get what they need. We always do.
