Hm I think it's okay as it is, mostly.
Those high supplies needed increase the player activity extremely.

Never have seen Rheinland that active for months.

Bases are fun as they are, I mean, look at Kusari. With 2 playerbases in Kusari activity has risen so much with all these supply convoys, not to mention Krupptown in New Berlin. They sent out convoys to Gallia for Cryocubes through Kusari some times and they make nice piracy targets.

Sure activity has risen, but we're still in the stage where everyone is trying to make bases, so no one is doing much of anything else. Meaning the pirates aren't really coming out yet to start pirating the base-building process. Heck, the pirates are building their own bases:lol:
