It's actually quite simple. A base is assumed to be hostile until proven otherwise. Magellan, as stated before, is a border system between Bretonia and Liberty, and is patrolled by both houses (mainly the navy keeping an eye on things). IMG also has a stake in the system, at Freeport 4.

If you build a base there without notifying the houses, and a patrol happens upon it, then it would be considered a potential threat to the security of both houses. As a result, the response by those houses is a short ultimatum and fine (to prevent the base owner from building up to prepare for a siege), and in some cases, an immediate destruction. Frankly, I find that perfectly normal. Unknown/unregistered base? Pirate hive -> Destroy it. That you failed to do some research before plopping down a huge investment is, frankly, player error, not a rule violation of any kind.

And no, there are to my knowledge, no systems in Discovery that do not fall within the sphere of influence of any faction. The deep Omegas and Taus come close, but you still have the Hessians/Corsairs (omegas) and Outcasts/Gauls (Taus) to deal with.

I think you miss the whole point, when you decide to play here you are bond to both server rules and inRP rules, server rules was made to make sure everyone will be treated equal and fair, meanwhile inRP rules was made to create a realistic RP environment where people can play their role, if you feel that you have been treated unfairly by other player because they broke server rules then you can bother admins with your report in appropriate section
In your case you feel you have been mistreated by other player inRP, yelling to admins wont do any good, since no server rule have been broken, I suggest you post an RP thread about your case, hire a lawyer or sue liberty government inRP.
If you think I just talking rubbish here, you are definitely wrong, I was the owner of Malioboro Station in New Tokyo system, the first Malioboro was built only 9k from allowed zone, so I moved it inRP, I built the new base and destroy the old one, I lost around 500 Million in the process and hundred of hours, but hey, it was fun

when an ultimatum is given and it is not respected, what can we do? Liberty Navy broke before the ultimatum expired. LN have take 36 million for a month and give me 2 days to pay a fee but they have destroyed the base before!

thing is NoMe, as the admin said, Magellan is a boarder between Liberty and Bretoina, if you want to build there, you need both houses OK and to pay them both in return for safe guarding your base, you paid 36 mill as the cost to keep it alive MONTH, however there is the one time payment so you can have it there in the first place.

so i explain again and please refer you at the section (when you are at core2 the administration need to know what you do)

i've passed sometime in disco to know something. (4.85 too)

first thing: i'm just in core2 when i declare the base (like liberty rule want) you can read it's true

second thing: Our base was lawfull, IMG ffed in Magellan this one seem more and less allowed in the system

third thing: Bretonia want an opinions from liberty about the rules for base in magellan.

fourth thing: we have payed for a month, sure probably the fee wanted was not at time but not sure. i've some proof! (server time)

and last thing: Why our team do not want pay for a thing that we have built?

and like i said before all, this base was lawfull, on my own character, IMG words are one thing sure.
