OSI can't land anywhere, so cut if off. They are basically outlawed in Rheinland as a whole.

Two things here.

1) Their ID states they can land 5k transports in house territory. They can land anywhere within the rules, not diplomacy.
2) Rheinland has outlawed EVERYONE as a whole. Go ahead, come in as anyone not Kusari, which even then is questionable. Moot arguement.

Actually they only banned OSI, Banning Omicron zoners is suicide.
