Yes Devs could of consulted many others besides Kusari, very true.
If nothing else, factions could act as fact checkers for the changes Devs want to implement.

In other words there should be Civil War in Kusari. Kishiro and Samura are rivals and I don't believe they both would support KNF in the same time. I still wonder however who Hogosha would join in such scenario: Republic or the Exiles... Heck, in old days (as I remember and played just a few weeks then had hiatus back two years ago), it seemed that Hogosha was silently dealing with Kishiro on behalf of Samura.
What is after introducing the great Kusari Civil War? The hell, we have now THREE if not four (GC) forces whose have different view onto the future leadership in Kusari: The Shogunate (Dragons), The Empire (Exiles) and of course The Republic (nowadays Kusari and KNF). Another reason for that would be scenario, if Republic of Kusari was to join the Gallia. I would even think out of the forced alliance between Blood Dragons and Kusari Exiles because of that reason. You know, "enemy of my enemy is my friend." And Dragons aren't enemies to the BAF either, I mean, because they have little to zero chance of meeting.
In addition, getting back to Hogosha, I believe that Hogosha would be really unhappy about one thing with Gallia as new ally of KNF/RoK: Gallic Junkers.
Possible alliances during the Kusari Civil War that might happen: Alliance of Gallia:
- Kingdom of Gallia
- Kusari Naval Fleet
- Kishiro
- Samura (officially)
- Hogosha (officially)
Bring back the RedCat as a SHF with dual fighter torps and I assure you people will come flocking to Kusari once more.

Forget about ooRP grudge matches, they were mostly good for a laugh on skype and limited to a few oddballs. My experience of Kusari might be somewhat outdated, but the peculiar thing about Kusari was that most of the activity came from the official factions - which isn't the case in most other houses.
And that probably has something to do with some people being intimidated about Kusarian roleplay, thinking you need some excessive knowledge of Japanese to even begin playing there. And I choose to blame the "Kawaii, Desu Desu~" fanboy brigade for that, bombarding people with random japanese expressions and confusing them to no end. And I'm not sure any amount of storyline progression can undo that damage, especially as the glory days of my 3 year stay in ]bd[ were probably deep in 4.85, even though .86 was supposed to make Kusari more lucrative to traders, etc etc.
Still, I would like the idea of the Civil War in Kusari - what would make it more interesting. You know, kind in the way what was supposed to be in Gallia, but Pro-Sirius side of Gallic Civil War just lost.
Another interesting RP addition would be suppling the Gallic and Anti-Gallic sides - one by Rheinland (which likes Republic) and Liberty (who nowadays recognise the threat of Gallia, which is closer and closer to the Liberty Space), but also because the ongoing Liberty-Rheinland War (think of USSR and USA supplying North and South Vietnam). What do you think?
For RP side of Kusari, I think the best solution would be to stay with the minimum of Japanese - even if my hobby is Japanese history and culture of Warring States (Sengoku Jidai; Senji) and Tokugawa-Edo Period. You know, most known words, like "sayonara", "hai", "arigato", "mon" and so on - to not to scare the newbies.
On side note, I believe that Kusari Destroyers are or were the backbone of the KNF. They have shape of the kusari-gama, the specific weaponry of Japanese origin, which was made of small scythe and chain. Kusari, the scythe as the destroyer, and the chain, which would ressemble the connection to the fleet and government. Also, Kusari takes name from this weapon. But it's just me.
After all, for my taste, the Republic of Kusari idea sounds a bit like 1930s in Japan, where role of Emperor was just marginal, yet there are some additions from 1870s, the end of the samurai. But mostly I would also point out the similarity with 1910s in China as the Qing Dynasty was finally overthrown and Repulic of China (in present times it's Taiwan) was founded. And this is the most close thing to the current situation in Kusari, in my humble opinion.

Well. Considering that Outcast RP has had little done (Excluding the Lance-101st Conflict, although the stagnation did lead to such). Could there be the probability of the Outcast Nation taking advantage of Kusari's weaker Naval Forces? Such could become a boost for their 2 Houses. Although what was brought up in the fact that fighting against Kusari ships is just, far, far too one sided.

Oh yes I thought about it, but then again - enemy of my enemy is my friend - Or Blood Dragon would be the third force in Kusari Civil War, wanting to restore the Shogunate. But like I said, there were situations during the Sengoku Jidai in Japan, when many of clans hated each other but were forced to unite against one stronger enemy (two or three times I believe, surely two of them are ill-fated alliances against Nobunaga Oda and the second against Mitsuhide Akechi. The third such alliance would be battle of Sekigahara and division of Japan into Western and Eastern Armies just in the end of the Warring States.
