Not really, thieves always have the upper hand, otherwise they have no advantage, when did you last hear about a bank robber that walked into a bank with two guns, threw one of them to one of the employees and said "let's make this fair".
They take every advantage they can in order to make a successful theft, it's not cowardice, it's common sense.

You can´t define balance as simply as just 1on1. For example I saw quite fair fights one gunboat against four snubs. Yet gunboat skilled pilot killed two snubs and other two gave up. And it was fun for all parties.
Also, you think you discovered something new, but not. This is called ganking and it is making drama on Disco since always. Lawfuls ganking pirates, pirates ganking traders, pirates ganking lawfuls, everybody and their mothers ganking Zoner Alliance... Nothing new, really. Don´t expect any change. If you don´t like it, try for example to join trader or miner faction which make convoys and you will have better times. Sometimes it even ends with traders and their escort ganking pirates.

So then you only ever call in one lawful to shoot the pirate when attacked, right?

No. It would already be 1 v 1. Thus unwritten-rulewise, he could not call for help.

Navy: This is Liberty Navy Echo-5, I see a civilian transport taking hits from a Liberty Rogue bomber, moving in to assist.
Trader: Negative on that Liberty Navy, we want to deal with that pirate 1-1.
Navy: But your going to fall apart after few more precise hits and you will die.
Trader: Me and my crew will die honestly, right by unwritten law, where noone else should help in combat. Only 1-1 and that it. ***PEWPEWPEW********KABOOOOOMBUDISHSHSHSHSHSHSHS************ and only few hull plates left from a transport.
Navy: Oh... probably, Im gona be the one, who will talk with their families. Hope, they do know the unwritten law.
Srsly. Want 1-1, conn is for you mate. Outside of it, you are clear to be engaged by multiple hostiles, with even stronger ship that your. Thats how things works here. And only two ways: Accept and play, or deny and don't play. Very simple.

Not if pirates use them too. Avoiding players to ensure your cargo gets there is totally inrp. Avoiding them after you've come across someone and ignoring them is player avoidance. If you choose a route less travelled to avoid pirates, the pirates need to get better and find the routes, they can tell when you're in a system for 10 mins but didn't pass any of the lanes, and wind up in the next system without being seen. BS scanners are great, I advise everyone to work to get them. I have just as much success tracking some ships with them, as some transports do avoiding piracy with them. Thats just how the game is played.
Lurking in this thread for a while, I have identified the real problem that the OP has.
The thread's name should be changed from "Annoying Pirates" to "Annoying Ganks", because he's upset not because of pirates, but because of pirates who pirate in groups.
As for pirates, usually you'll find that pirate vs trader interactions are hardly on a level considered "fair" and will probably never be so. Even a single pirate in a bomber can be a challenge to a single transport and take it out fairly easily. It is not a "fair" PvP interaction and your focus should be on survival, not kicking the other guy's head in.
Then again, that doesn't stop you from having group convoys. IMG| convoys are quite (in)famous for grouping together to gain survivability. Share bots/bats in groups ranging from 3 to more than 5 heavily armored battle transports and escaping from anything short of a bunch of cruisers is possible. On top of that, when you have enough people, you can make short work of most other pirates or scare them off. Numbers can help tip the balance in your favour.
Oh and about the bounty board. Mind you, most lawful faction bounty boards already have a blanket bounty on most pirates. So about your dream of a bounty board that bounties all pirates, yeah it's there already. For those not covered, you can post in the individual bounty board section and place specific bounties on individuals.

It's not like seeing them at 25K makes a real difference though.

For the transport or the pirate? I havn't used one on a trader, but I believe for someone shipping would find it particularaly useful. When you jump into a system, most people assume you have a deep scanner with 14 k range, and if a pirate, can wait just outside that range along the lane. If you can see them right away when you jump in (say a white or red contact at 15+k), you have the option to cruise past at a safe distance or go back. Not only that, but if you see a 'red' ship at 25k and it starts getting closer, you can veer off plane or pull a 180 long before they get the chance to catch up to you.

Does anyone ever actually do that? I mean I can't imagine that would work calling for help anyway, if a pirate has the balls to pirate you in a place with navy/police I'm sure that pirate is prepared to deal with lawful's, plus why should they respond when there's a chance the pirate will just hand them their ass.
