It is to avoid AI ID becoming terrorist ID, I suppose. To my taste, Nomad ID is limited only to Omicrons, because they have their own easily accessible cloaks AND actually Nomads usually don't leave their own areas.
AI ID is not bothered by these problems, yet they are pretty limited on where they can engage. In short, they can engage in completely decivilized systems (except for Coronado, which however is heavily guarded by CR outside the Barrier Rim outcropping).
I think it's because of universality. Some AI are friendly, some are killing machines, some are explorers, some are hunting intruders - and others are simply guarding their own Kappa self-home.
I recall the debate on what actually AI is, lore-wise. Some voices pointed out they are one mindshare, like Nomads. But then - remember there may be groups like Geth and Heretics, as seen in Mass Effect. Maybe that's why AI is left that line. The AI, to be honest, might at some point disagree with each other and introduce their own way of existence - like holy crusade against humans/Nomads/both (away from the systems with gates, ofc).
But since majority of trade takes place in areas with jumpgates - calling it terrorist ID is quite too much, as traders are safe.
