To all those who try to get cheap ways of killing bases, I can only say: Build a Core 4 one. And keep it alive for 1+ year.
Then you have a vague idea what "time consumption" means.
It is a curing experience and offers the other perspective.

Well if there was a way to like... bring a major RPed and invested PoB back for like a billion credits or something... then i wouldn't mind as much.

I have changed my mind. I don't think that there is any need for a siege cannon. A core 4 went down a lot quicker than anticipated today.

Yeah i really don't think this is a good idea. Bases take a considerable amount of effort to build and as a result they should take a load of effort to destroy. If you think rolling around killing bases should be made faster and easier, then honestly i think you should find something better to do with your time other than blowing up peoples hard earned cash and effort in this game. Since in effect - that is what you're doing rendering many hours wasted.

Nope. I don't think that a well stocked core 4 should be easy to destroy, though. If you are attacking a strong base, you have to catch it poorly supplied. That's all the magic you need, combined with a small myriad of turrets of neutrality, democracy, nobility, Nazism, anime and alike.
