Correct me if I'm wrong, but I think (or at least I've been told that) /nodock affects all lawful bases in its current incarnation, not just ones of the same IFF. As such, a Navy ID player or a Police ID one would be able to /nodock in exactly the same manner, which once again means the only things police IDs would have over their naval counterparts would be TLAGSNET and an annoying siren sound effect.

EDIT: withhold it from House intelligence factions as well, actually.

I'd be inclined to suggest that factions with more than one official faction or that are generic lore-wise would still be witheld from this, much like the way FR2 operates.

Otherwise, sure. Within the Houses Police factions should definitely be the only lawful groups with access to this though.

Omi, I think that can be easily fixed. The current /nodock doesn't work on Junker or unlawful bases already, which means there's a way to exclude/include factions 1 by 1. Navy factions would only get nodock for their own IFF, just like the rest.

/nodock is one of the reasons why Police factions are a thing. Yes, it makes sense to give such opportunities to every ID, but will vote no, because I feel bad for Police.

Police factions live by these perks. If other factions get no-dock (Even if for their own IFF only), police factions should get something new again.
Eventhough it might be a bit unbalanced, my suggestion is that police factions (official) can prevent players to use jump gates within their house by using no-dock.
Most police factions do have problems getting their activity, I think devaluing the no-dock perk of police factions would only make it harder to get more members.

I guess it can be done for unlawfuls, but if it will be then all non-police lawful factions will whine.

Maybe inside houses, keep the police only command for all lawful bases. House corporations, armed forces and intelligence would still rely on police for that specific task.

Give the nodock-sameIFFonly to unlawfuls and semi-lawfuls, and non-house organizations (like IMG and GMG, as well as others who are mostly outside of police territory).

sorry to ruin the fun but that's not happening. The technical aspect of it is already quite dubious and we're not looking to make something most likely unstable and prone to bugging.
