but the same as for pirates goes for police/navy. i was wondered when i meet RM tagged adn ided wrath in theta. when i talk to him, he was saying somethign that he must finish his mission.... i tell him it will be better and safer for him fly to home. he say yes and... after 10 minutes he was in hokkaido.....

Us Outcasts can't go anywhere, thats just silly.

We [RoS] strictly limit where we operate, which restricts us from rhienland space except on very specific mission as there is almost nthing for us there. Ad we also limit ourselves from being in Bretonia, as we don'# need to exert our authority there.

The issue with people being outside their ZoI is that they are ther AND doing something like just sitting about and killing people. If they're there for a SPECIFIC and sesible reason then there is no problem.

repeating this OUTCASTS CANNOT GO EVERYWHERE, NEITHER CAN CORSAIRS!

A Molly could be in Alaska, it just needs a damn good RP reason to be.
Pretty much anything is acceptable if you can RP it in such a fantastic way. If the Molly were to create a huge story involving spies etc with the Bretonian government, LSF etc and in the end make it a mini-epic then it would easily be allowed. However, if it simply said it "Birbed a LSF for teh codez!" then it really ought to be ripped to shreds several billion times.

I'm willing to make a clean map that we can use for a number of ZOI maps...perhaps one for each house or faction?

"This is the farthest south you will find Outcasts in Sirius. We are near the end of the line at Buffalo, which is just on the other side of the New York Jump Hole in the Badlands. "

I believe the base is Beaumont.

but its the only reason who could explain presence of corsairs in liberty.

Indeed, i go sometimes through liberty for no reason but no intention to pirate:)(and with the embargo with rheinland, its really not a good pirate point)

without it, corsairs can go everywhere ! we are ennemies of RM (near us), Hessians (same), Dragons (hostile neutral to KNF and near sigmas systems), Outcasts &co (near us for O Alpha), bretonia (near us too) ...

Corsairs don't go to the Taus. But apart from that, they have a large ZOI. However, they don't really go into Kusari much... Honshu maybe.

The problem is the vast majority, dare I say 100% of "smuggler escorts" i have seen just come to New York to attack lawfuls and pirate. They might follow a smuggler in, sure. But they don't follow him out.

right i forgot taus systems (is it something interessant there ?:D)

and ... for kusary, we got the Chugoku's jump hole in Sigma 13 so New Tokyo is in peace with us, Honshu will suffer if traders try to flee in ... and i think its all.

I would use a simple principle:

1. systems your NPCs are in

2. systems that are right next to it

are clear for you to enter and act in.

You CAN pursue into other systems as well, but not more than one more jump.

There need to be a few exceptions to this, too... if you use this as a hard and fast rule, then Outcasts can operate in Alaska, and pursue into Omicron Minor, yet invasions (not "pursuing") into Omicron Gamma would be ooRP.

You should also be able to operate in limited capacity in the systems your allies are in, if you are going to "oversee the minions" or some such.
