I stopped reporting people, it's not worth the trouble to post the screenie when it's less than 50% sanction even with a screenie and no doubt of guilt on the part of the perp.

Yes, they are. Especially docking ring guns, base guns and trade lane guns. Those should be beefed up significantly.

The reason the sanctions aren't going through, is because you don't know what's right and wrong. At least 95% of my reports go though, your reports are wrong, so they don't go through.
I've taxed next to a planet too. I was under heavy fire but I was able to put enough on the trader to make him understand he was not docking and needed to Stop. Pay. Do it fast. Then I bolted as fast as I could away from populated space.
That being said I had huge repair bills to pay after ward. But the pay was worth it.

Actually, I would say that it is because the admins are very busy and a few rules aren't enforced heavily, mainly ooRP talk in system. From what I can glean, a lot of his sanctions were likely for ooRP talk and not ships/equipment/reps, which are a lot easier to both prove and fix. No need to rip on him.

Not true at all, every report (and there has only been four I think) has had screenies that leave no doubt as to what I reported, and all were clear server violations. I personally think it's more about who makes the report rather than what's in it.

I looked back, I did three reports since I was here, one that was acted on was a pirate killing my transport with a cruiser.
These are the other two:
The top one is a rules lawyer, I told him he can't use cruise in combat, this was his response. Telling me I would get banned if my report was dismissed (and I hadn't even said I was going to report him)
The second one is ramming, two lunchboxes in Bretonia space, one continuously rammed my cruiser from underneath (while firing) while the other shot me from the side. Needless to say the cruiser was helpless and was destroyed.
Both of these were clear violations, and I have more screenies of the ramming that makes the duration of it clearer.
You can't say "report anyone who taxes by a major planet". The greater the risk, the greater the return. If you're one gate lane away from New Tokyo and see a trader with a load of diamonds heading in, you might dop a quick smash and grab.
Camping a planet right by the moor post would be oorp--not hijacking a target of opportunity or if your character is in desperate need.

Most of my piracy is opportunistic I rarely just sit somewhere, I've never really paid to much attention to where I did it as long as it wasnt to close to a Battleship or something. Oh should prob mention I'm so used to npcs shooting at me everywhere it doesnt even enter my mind now some places are supposedly more hostile than others.
So what you people are saying is it's not allowed and we should just blatently ignore any trader who happens to pass because of the location?
Surely thats more oorp if anything and I can't recall anything like that in the rules.

It has nothing to do with rules/rule violation/rule clarification so I wonder what this another topic was made for? If the way of pirates are RolePlaying doesn't fit your image of proper RP ignore and dock. Simple. If you were chased I see nothing wrong with that. If not he does things "wrong".
Both of those were clear violations, but neither prompted a sanction.
One of the issues is that I don't know why. Maybe both these guys quit the server, maybe they were warned but not sanctioned, maybe the admins were busy and the reports got buried. It would be nice when you put in a report to see the resolution even if it's not in your favor.
