While its a hazy subject on whether or not this is a sanctionable offence, it certainly is clear that acting this way is very, very poor - both in terms of RP and general sportsmanship.
Fair enough if you get a good chase from a pirate and get away, always feels good to get away from a pirate now and then (and frustrating to lose a scummy trader when you're the pirate:P), but simply jumping back and forth through the same jumphole surely has to be considered at least exploitation of game mechanics, therefore warranting some sort of punishment?
Well, about the rule. No, there isn't any direct rule about jumping back and forth between jumpholes. There, at the moment, isn't a such thing as "jump spamming". As far as I know its' only considered a gentlemen rule to not do it as it's completely OORP to do so. Like really, the jumphole would collapse from being used so much over and over again.
Yet, for some reason I have this little voice in the back of my head saying people have been sanctioned for this before... Unless that was about teleporting, which is considered an F1, but either way, there isn't a direct rule about jump spamming. But anyone who does should really think about smartening up a bit.

I should try ignore him, but there must be some certain cases where this can be exploited and ruin the RP for some factions (who have a duty to protect a certain system etc.), one theory of mine was the NovaPG one. I wrote it in my other post as "edit" in case someone missed.
I think if someone re-jumps that many times it should be sanctionable.
However, jumping back through once or twice to lose someone when you're trying to escape... at least on a non-trader character... should be fine.
This happened to me when I was flying on my civilian character 'neko' - I had a patriot light fighter, but was level 31 due to a 'loan' someone had given me. I was chased all the way across the badlands by a slipstream fighter, and tried to escape via the new york -> new york jump hole.
I jumped through and he was hot on my tail, I couldnt have gotten away. I jumped back and forth through the hole twice to stall him until I could get a bit of a lead - enough to turn on my cruise engines and get to the trade lane towards fort bush.
in that situation I dont think it was 'cheap' of me to do so, considering that he could have destroyed my fighter with only a few solid hits, and I really stood no chance at all in a fight against him.
Before the loan, I was only level 12 on that character, and after the loan - though I had been put over the pvp 'safety' level - I still didnt have a better ship or weapons.
But if he was down to his last dime, had already been mugged and died multiple times that day and that was the last load of cargo he could afford--I'd do it in real life too.

But an hour on both your parts is extreme desperation. Let it go. this shouldn't be a sanction thing unless it becomes a "regular tactic" with such extremes as you told here.
As a Dragon, your priority (I think) would have been to keep him out of Chugoku once you realized you couldn't catch him. Should have just sat that side after the first few times.
