Guten morgen, esteemed offiziere.

The previous message put out by our government officials seems to not have had the desired effect of keeping honest traders out of Thuringia. I have a number of reports of this kind, and I have heard similar chatter on internal channels. That is not to mention the ongoing smuggling routes likely pathing through Thuringia, which have ever been a plague on Rheinland space.

The Kaiserliche Rheinwehr is prepared to support the Buro in sterilizing the system in preparation for our offensive. I will recommend an immediate "shoot on sight" policy for all unaccompanied vessels, including those belonging to Rheinland corporations. I realize that this is the most extreme measure the law permits, but we must not allow anyone to gather information about our pre-supply dumps and ongoing exercises!

My superiors have authorized a Rheinland-wide broadcast about this matter. I am offering you the opportunity to be the first to make such a statement, with full support of the Rheinwehr.

I see changing faces in the Rheinwehr is a common occurence. Well, perhaps it is for the best...

... ahem. Forgive me the slight deviation.

It's correct that this public announcement hasn't taken any effect, I personally turned away unwary individuals on several occassions, disabling most stubborn perpetrators, more often than not. Needless to say we need harsher measures imposed, and my own Agents already are running doctrine of indiscriminate lethat force authorised for all outside trespassers.

In light of that, I believe a more fresh statement has to be released by Büro with repetitive outlining of new restrictions and infractions imposed upon perpetrators, both willing and oblivious. Ignorace of the Law must be no excuse anymore.
