Admiral Solandros,

I and my kollegen have considered the developing situation in the Omicrons, and I have come to some conclusions which may be relevant to your strategy.

First, the nomad threat facing Sirius is clearly beyond any single entity to repel. While it may be dormant for the time being, it may re-awaken at any time, without sufficient warning to make preparations. Therefore, these preparations must be made in advance. And you, mein herr, will be the one to make them - with our assistance.
The Korporal currently on liaison with your forces is but the first of many military and scientific experts I plan to make available to your organization. Their primary purpose will be to assess the readiness of your forces, and make recommendations about the necessary supplies and firepower to increase such. I hope you will make these men and women welcome - as their existence within your ranks will not be a pleasant transition from their current posts. They will sacrifice their future in Rheinland to keep watch on the threat in the Omicrons, and there will make their careers. Their recommendations will lay the groundwork for lending, intel, and supply agreements between our organizations.

Second, the current situation in Sirius ironically appears ideal for an alien invasion. Unlike the abortive war of the past, they will not find easy puppets in Rheinland, or any other House I can conceive of, unless I have badly misjudged my contemporaries. But we simply do not know when these nomads plan to make their move. Therefore, we must discover this to the best of our ability. Moreover, if it is not beyond the realms of possibility, we must attempt to incite the invasion now, while the fragile interhouse peace remains in place (after preparations have been made). But if this is infeasible, knowing anything about their timeframe will be invaluable for preparing our defensive measures, and the latter counter attack. Accomplishing both of these tasks must again fall to your people, but any proposal you put forward may be supported by Rheinwehr and Buro elements, after I share such with my counterparts there.

Lastly, the situation in the Omicrons is of paramount importance to the continued preparations against the aliens. In order to ensure a path towards future stability, I have made the difficult decision to avoid escalating the situation in Theta by sending in my soldaten, as we have previously done in Xi. While I am not, and may never be, ready to move towards a ceasefire with the Imperio, I understand that this conflict should rather take place away from the alien threat. I would recommend that you in turn make use of your contacts to push the same message - respect the border of Rheinland with the Omicrons, and we will do the same.
Additionally, I must bid you to make similarly difficult decisions about the other parties in the Omicrons. Any ongoing conflicts there will only embolden the aliens to invade before we are all ready, and then this whole conversation will have been moot. I am not foolish enough to believe that lasting peace can be achieved there within my lifetime, but we must still attempt this - if not for ourselves, then for our children and grandchildren.

This channel remains open as we move forward with further plans relating to the above proposals. I await your response, and wish you the best of fortune in these uncertain times.

Hochachtungsvoll,
Alfred Henze

Reply to RM Concerning terms

Greetings Herr admiral Henze,

We have yet to meet officially so allow me to introduce myself. My name is Eddy Narson, the same former captain who showed, the now Korporal Holger Lahm, what lies just beyond the Nomad lines. Admiral Solandros has since been on Mission and has been unable to reply. As to my promotion, the High Admiral thought me... determined enough to handle the stresses of Overwatch Command.

Onto your offer itself Herr Admiral. The Nomads are and will always be the Overwatch's number one concern. All other things a second to the Overwatch. This of course means that the Overwatch will be hesitant to commit forces to a project that does not concern the Nomads. To that end, Overwatch is interested in your offer to give support and manpower to our battle against the Nomads. Any raw materials is always welcome as our... Freelancer support can only bring in so much, and our factories produce so much. Korporal Holger Lahm will be a welcome to act as liaison between the Order and the Rheinland Military. I will personally escort to one of our border stations, please inform him that we will need to be tested for Nomad infection as soon as he lands. The process itself is short and will not require him to be sedated during the process. From there he will be allowed deeper into our territory.

He will of course see somethings that the Overwatch might not yet wish to share. We ask then he knows that his reports must be first approved before sending them. However given time the Ovewatch will be more willing to discuss its capabilities. The same shall apply for the rest of the personnel you have chosen to send our way. As it stands we do not have the facilities to support capital ships that you may wish to send. The ones we have are even now running on overtime to support our fleet. so please keep the ship classes to no larger than a gunboat. Again for now, until we might be able to upgrade our ship yards.

It is true the Nomads have been trying to more easily bypass our forces in the Omicrons. From my understanding from this part of your message you wish to be made aware of any Nomad forces or suspected infiltrators to better prepare yourself for possible attacks and or sabotage. The last half of this part of your message may cause some concern in the Overwatch. The Overwatch will not be interested in breaking the peace between the houses. If you do find information that points to leaders of the other houses being controlled by Nomads then we will handle it. To summarize, the Overwatch is willing to help you keep Nomads out of your borders but will not start a war between the houses.

For the last point, Humanity's dividedness is the Nomads strongest weapon they have on us. I am beyond pleased to see you understand this. Thus I am grateful that you have chosen to hold your borders when it comes to the Corsairs. I agree that a cease fire between RM and the corsairs might be highly unlikely and borderline impossible. Yet I believe there might be some ground that might be reached. The Order can host a summit between the Order, RM, and Corsairs. If RM is serious about these talks I will contact the Corsairs as soon as I have received your reply.

For the Core and Outcast, this might require pressure from Rheinland for the Core to come to the negotiation table. The Core has on more than one occasion turned their guns on us after we fought together to fight the Nomads off. The Outcast sees all non-Outcasts as beneath them and may never come to a ceasefire, as we have reports that some among them worship the Nomads.

To that end, if I may be frank, if Rheinland puts pressure on the Core forcing them to abandon their Outcast allies of convenience, the Order and Corsairs may be able to make a strong push into Outcast space and deal with the Outcasts one and for all. Again this is me speaking in a more wishful tone. Until then we will continue to focus on the Nomads and deal with the Core and Outcast as they come up.

Thank you for your consideration.

Colonel Narson,

Perhaps it is best that an operation of this type is spearheaded by those with the motivation to get things done, no matter the risk. I will be considering this aspect during personnel selection. Naturally, these people will also undergo any vetting procedure that you require, though I assure you that the Rheinwehr will not knowingly send alien thralls into your midst.

In the matter of shipyards, I find myself somewhat surprised. While I do not like to question the veracity of your claims, I am sure you realize that cohesive battlegroups must be commanded by vessels of at least cruiser class. Therefore, facilities must be available for their operation, or the effectiveness of our aid diminishes. We have an opportunity here with the new Omicron connection to operate with increased freedom, ostensibly against the Corsairs. Do not squander it by your unwillingness to reveal at least a limited part of your assets to my kapitans.

Regarding the invasion comment - it is the peace between the Houses that I so highly value. But that is the limit of my worldview, for better or worse. You say the Imperio may be brought to the table with your intervention. But I ask - for what purpose? Even if an armistice was achieved between our forces (I will not call that peace), they will simply turn their vessels elsewhere for their conquests. Bretonia perhaps, or the Kusari Empire. For better or worse, it falls to us to blunt their advances into civilized space, just as it falls to you to stem the flow of the aliens. You say the Outcasts see all others as beneath them? I posit that the Corsair Imperio possess a strikingly similar worldview, one that you would be careful to consider.

However, the same cannot be said about the Core. Unlike what is effectively another Sirian House, the Core represents an ideological entity that does not bear allegiance to any one origin. Therefore, I believe they can be made to see reason regarding the geopolitical situation in the Omicrons despite their immediate goals. I will not promise that they can be brought in line with what we are building here. But I believe that they will understand the need for increased unity in the face of the alien threat. I will indeed put pressure on the Core - pressure to do what is right by humanity if they were to maintain their ventures in Rheinland.

But let us cease with the wishful thinking regarding the Hispanians.

Alfred Henze

Greetings Herr admiral Henze,

I understand your point of view concerning the Corsairs and Outcast. I have been deployed with the Corsairs faction of Deterrence on many occasion against the Outcasts, Core, and Nomads. They are one of the few allies we have in the Omicrons, and I do wish we could have fostered some form of cease fire for now. They are in the Omicrons with us and as such are on the front line of the Nomad threat. As you say, I will drop the matter with the Corsairs. If you are able to bring the Core to the negotiation table then the Overwatch will attend the talks.

I understand your want to deploy capital class ships with the support you plan to send. I myself would not be against stationing a formidable Rheinland Bismarck within Order territory. Yet our terms do not coming from a stance of secrecy but capacity. Please understand that the Order does not enjoy the same industrial output that the Houses enjoy. I will repeat that our shipyards are working overtime to service our fleets and as you may know, Dreadnought class vessel take a lot of time and resources to keep operational. In the spirit of cooperation, I will tell you that the Order First Fleet counts five dreadnoughts in its numbers. One of which that has been declared Missing in Action. Our shipyards, in their current state are built to maintain the relative small fleet of smaller class of capitals, our Osiris-battleships and the one Dreadnought that the Order itself has constructed. The others are must be very carefully fit into or battleship class dockyards.

I had hoped that with the addental support from Rheinland that we will be able to upgrade our shipyards to better accommodate our recently added dreadnoughts and an overall larger fleet. I will have to speak with the High Admiral but I believe we could squeeze in a few Rheinland cruisers into the maintenance rotation. It would mean that we may have to ask our allies to handle the maintenance of some of our ships but it is not something new. However Herr Admiral, I cannot stress this enough, but the Rheinland warship that you wish to send to us can not be called upon when you do battle against the Corsairs. I have no doubt that the Corsairs will see it as nothing less then a stab in the back. To have ships supplied and maintained by the Order used against them. I ask that you make the leaders of these ships aware of this and that they are to engage Nomads Primarily. Of course, we do not expect the ships you send to simply flee at the sight of a Corsair patrols or combat fleets. I will personally speak with our allies in the Corsairs and make it clear to them that these ships bound for Order space are not to be pirated, harassed, or hindered in anyway.

In time I do believe that Rheinland and the Order will be able to share and cooperate more closely and that we are on the right track to that reality.

Request for Access

Greetings Herr admiral Henze,

I am contacting you concerning a development concerning Nomad activity in the independent systems in-between the houses of Liberty and Bretonia. We have reasons to believe the Nomads and that of Technocracy are planning something. We have dispatched a battlegroup to deal with it. As to why I am contacting you, I would like to request permission for our resupply convoys to move through Rheinland space on their way to the operation zone. Of course these convoys will stay well away from Rheinland population sectors as to now rase a fuss. We will submit to an Rheinland military escort while they pass through. The majority of that the fleet will carry will not be illegal by Rheinland laws. However there may be some that is that is required to run our equipment. Rest assured that these supplies will not fall into your enemies hands. The battlegroup on the other hand will be using unstable jump holes to bypass Rheinland space. The only time you may see them on your sensors is when they enter and pass through the Omega-7 system.

I await your reply.

Hallo again Eddy, or should i say Colonel Narson now.

Danke for reporting this. Grossadmiral Henze currently has other duties to take care of. We are aware of the situation in Iverness and it's surroundings, but we are not able to be of help in any way. The local authorities will have to fend for themselves. As for the convoy you mention, I will have to know how large this fleet is, what these "illegal" items are AND how you will plan your route. This is something to be very careful about. It's not our patrols you should be worried about, but the ones that are not.

I won't have to remind you, assuming you would be allowed to pass through and you would still get caught, The Military will deny any involvement and we may not be able to directly intervene if it comes to a battle, depending on the enemy. We can't risk any diplomatic tension for this.

supply convoy

Greetings Herr Admiral Kunrad,

Its good to make your acquaintance again. The Order supply convoy will consist of three super transport class transport, with four fighter escorts. They will travel from our shipyards and arrive in Simga-15. From Sigma-15 they shall enter Rheinland territory of Frankfurt then move to the Hamburg jump hole, from Hamburg they will move into Hudson.

As to the "illegal" supplies some will be carrying. Azurite Gas and Munitions will be the main commodities. Munitions of our warships, and the Gas to power some other equipment. Otherwise the rest of the transporting will be transporting standard ship supplies.

I await your reply.

Gutten Tag Eddy,

That sounds good enough for me. I will launch some vessels myself to shadow your fleet until the Hudson Jumpgate. From there you are on your own. You may or may not notice them around.

I won't have to tell you it would be best to avoid the tradelanes. Some of the Rheinland authorities are not aware of our little deal.

Bitte let me know when you depart.

Colonel Narson,

I have been considering how best to satisfy your sizeable requirement, and I believe that there's a reasonable path before us. In essence, I have a limited ability to draw upon maintenance funds for deep-space operations. Due to the nature of such missions, it is generally understood that the return on such investment is quite inconsistent, and I foresee that no eyebrows will be raised over multiple months in the "red".
Therefore, as long as you're willing to host a small battle-group in your midst, you will get the benefit of their top end resupply structure. As I will be assigning kapitane who know what it is to make every MOX canister count, I am sure you will find the surplus supplies welcome.

After this is in place, it will be up to you to expand the benefits such a scheme may be able to provide us both. If you can use this battle-group to achieve victories of significance against the aliens, however minor, more support will follow. Of particular interest to us would be any recovered technology from the battlefield, as well as battle recordings of the alien strategy & tactics during various mission profiles. I am sure you are best acquainted with what you are able to share, but I would strongly recommend that adopt a more liberal attitude in this regard. The teams of people best suited to improve your maintenance schedules and those who will study any vessel components share a substantial amount of personnel.

In the meantime, I expected more news from you about developments within the Omicrons. So, you finally came to terms with the reckless abandon the Imperio possesses towards the alien threat, ja? While I understand your sensibilities about my vessels engaging these vandale, perhaps now is the time to reconsider them. I would be the last to recommend any aggressive action at a time like this, but we must not allow alien technology to fall in the wrong hands! Therefore, if the Rheinwehr or our.. friends at the MND can assist in this matter to keep your own hands clean, you need only outline the new rules of engagement and point us in the right direction.

Hochachtungsvoll,
Alfred Henze

Partnership Terms

Greetings Herr Grand Admiral Henze,

The Overwatch has reviewed your proposal. After checking with our dockyard staff they have projected a Rheinland battlegroup of one cruiser, two gunboats, and eight snub craft should be manageable for our shipyard. Just know that everyone entering Order territory must be test for nomad infection. This is non-negotiable.

As to supplies, we might make use of ALG's services when it comes to moving resources. If you have not been informed by Korporal Holger Lahm already, the ALG have two industrial stations within Order territory. Given your preference to keep the wider Rheinland government ignorant to this partnership I would suggest funneling the indented supplies to us and your Battlegroup through them. Our agents are already aware of the ALG's supply convoys and know to leave them alone, and the corsairs in the omicrons will be more likely to let the convoys by with a simple bribe then they are to let a Rheinalnd convoy by.

The Overwatch is welling to share our knowledge of Nomad Warforms and the tactics both we use and they use in battle. However... as you might know, the Overwatch will be extremely hesitant to allow alien technology out of the Omicrons and into house space. Most recently it was a source of... heated disagreement with our corsairs friends. The Grand Admiral proposed an compromise. The Overwatch will allow Rheinland scientists to assist and research Nomad technology in partnership with our own scientist within Order territory. The Overwatch is also willing discuses sharing its technology in the future should our partnership continue.

Returning to the subject of the Corsairs. It is something that the Overwatch is reviewing and will be subject to discussion, but for another day. For now, should Corsairs attack this battlegroup you choice to send to us... the Order will assist in repelling their attack.

We await your reply.
