Goryō of the Tokkeitai. I take it the sparsely detailed KSP report has already reached you. Admiral Goro Okamoto has been confirmed as killed by all Agents on scene.
A brief rundown of the events should suffice for the time being. Three yet unidentified intruders gained access to the estate via the pedestrian gate at 22:01 local time. Sub-Lieutenant Natsuhiko Nan was on guard duty and failed to notice the men in time, a fatal mistake costing her her life. Access to the main house was likely achieved utilizing her access card, however this remains unconfirmed from my side. The assassins left the estate five minutes later, suggesting awareness of the estates inner layout. Admiral Okamoto managed to wound one of the assailants, Agent Hiroshi collected blood samples. Wounds inflicted to the Admiral suggest all three attacked him, albeit the wounds inflicted by the wounded assailant were likely post-mortem. This assailants weapon is in my possession, a Detroit Penetrator.
CCTV recordings include salvageable stills of all three assailants' faces and copies were attached for your convenience.
The access codes utilized to open the pedestrian gate are the potential key to identifying the culprits; Lieutenant Commander Hyuuma Okazaki. Formerly part of the Admiral's protective detail until his disappearance during a skirmish in 825 against Republic forces. For reasons unknown, his credentials have never been deactivated in the estate's security system.
All three assailants are foreigners and the professionalism shown suggests this to have been carried out by intelligence services. The motive is uncertain, however given the timing the strike likely aims at destabilizing the situation with the Republic of Liberty further. Due to the Admiral's career track record, the most likely origin of this hit is either Gallia or Liberty itself. Order involvement due to Project Rebirth cannot be fully ruled out. 113th Hanta Iseijin involvement appears unlikely.
The sidearm will be investigated by my forces. Everyone tied to the maintenance of the estate's security system will be tracked down and interrogated. Agent Ayakashi also possesses the security terminal data logs, so I would suggest keeping her on the case. The Tokkeitai will investigate independently and share any potential new findings. Data exchange remains encouraged.
As this assassination directly impacts ongoing planning within the Shogunate and Ministry of Defense, Tokkeitai Contingency Protocols have been activated. Additional briefings in regards to the protocol will be released if deemed necessary. My assets were already dispatched to the remainders of the Admiralty to assess local security.

Despite initial distrust from the fellow Tokkeitai codename "Goryo", the investigation has been fulfilled, although we did not have enough time to complete it in more broad manner due to involvement of the Kusari State Police. In my Tokkeitai career I have not seen such a gruesome and cowardly series of murders: two security members killed in their sleep (they could never react to the intrusion), another one killed with very brutal weaponry of Libertonian origin, Detroit Penetrator, and Admiral itself has been...
In all my professionalism, I could never ever describe the scene with led into more confusion and even now one possible answer creates more questions than before. Admiral Goro's body has been already decomposing for a few days, one of the shots supposedly from the Detroit Penetrator has been done post mortem, one seemingly missing the already passed away officer. There were also crude blade hits onto the body, which never targeted Admiral himself, what raises than answers more questions. What is even more confusing is that none of the intruders, according to the blood samples, are of Kusari origin. This means only the external agency could have made that operation, except for one issue.
Only one surname keeps rolling back, but it seems very improbable to do so: Lieutenant Commander Hyuuma Okazaki. Missing in combat against Republican forces back during Civil War, but it is not the first name that keeps coming back, namely Prince Daimyo Mori Tsuzumi, who has been eliminated by hands of the 343rd Dai Kokutai Tokkeitai Agents, part of which I used to be. I do not think two Kusari Civil War era surnames of seemingly KIA or MIA personnel appearing in such a short amount of time is a coincidence, however both cases might be not connected to each other.
Yet both cases, my private one and the one with Admiral Goro Okamoto, are somehow involved into all that mess with Liberty. Especially when it involves the ships not in any official databases of KNF or KOI.
As for the suspicious personel, it seems that Agent Goryo used the chaos made by KSP dropship snatched away Detroit Penetrator from the scene, an act that puts into question motives and mission goals of Tokkeitai when it comes to this incident. Myself, I managed to snatch Bretonian blade, most likely owned by the Admiral, but also used as the weapon of choice or chance during the incident. However, it seems that the blade itself belonged to the Admiral and might have not been a sign of involvement of personnel from Bretonia, yet nothing really excludes any other agency, House or non-House one, being involved into situation.
Moreover, what raises my suspicion, Agent Goryo seemed to recognize the modus operandi of the killers, but never shared any details about it, most likely acting shocked to buy time to go away from the piece of technology that could bring more light over the case. Behavior of our two other KOI agents has been fulfilled to the letter, according to the tactical manuals. However, given the nature of this operation any commendation cannot be awarded due to the fact that officially it had never took place, at least until further notice.

- None of the intruders are Kusarians genetically.
- Bretonian and Libertonian weapons were found, only the former has been secured by KOI.

round was recovered embedded in the bedroom floor.
Additionally, the victim sustained a laser wound to the right shoulder.
Due to the nature of the injury, it cannot be determined whether this
was inflicted pre- or post-mortem. The laser weapon was not recovered

Perpetrators move quickly and keep to the grass to avoid

The Admiral appears to have put up a struggle -- one
perpetrator sustains a wound and likely discharges their
sidearm (Exhibit 2) accidentally into the floor. The
perpetrator treats their wound on the premises before
departing. The sidearm (Exhibit 2) is discarded into the
garden pond on exit.

was filed over two hours ago.

Admiral Goro Okamoto was murdered by three unknown perpetrators, none
of whom are Kusari nationals (Exhibits 3 and 4). To breach the estate
perimeter, they made use of the access credentials of Lt. Commander
Hyuuma Okazaki (Exhibit 7), which points to detailed prior knowledge
of or access to Kusari Naval Forces databases.
The perpetrators operated primarily with laser weapons, using them to
neutralise all three members of the Admiral's security detail. The
Admiral was likely wounded and disarmed by the laser shot to his right
shoulder, before being killed with the Bretonian officer's sword
(Exhibit 1). Two further rounds from a Liberty-manufactured sidearm
(Exhibit 2) were then fired into the body post-mortem. The Admiral
appears to have succeeded in wounding one of the attackers, forcing
them to treat the injury on-site (Exhibits 3 and 5).

1. Search records to determine whether the access credentials of
Lt. Commander Hyuuma Okazaki have been used in any other
incidents or operations.
2. Investigate the relationship between Admiral Goro Okamoto and
Lt. Commander Hyuuma Okazaki in greater depth. Consideration
should be given to the possibility that Okazaki defected -- to
the Blood Dragons, or another hostile faction.
3. Conduct a more detailed analysis of the attacker's DNA sample
to determine House of origin (Exhibit 3). While a Liberty
connection is possible, Bretonia, Rheinland, and Hispania
cannot be excluded.
4. Investigate the provenance of the recovered sidearm (Exhibit 2).
Determine whether it is a new or previously unused weapon, or
whether it was stolen. Establish whether a registered owner
can be traced.
5. Establish the nature of the relationship between Admiral Goro
Okamoto and Colonel Daniel Alexander. Were they former adversaries
or acquaintances? Could Colonel Alexander -- or parties acting
on his behalf -- have sought retribution in connection with
Bretonian military operations?
