As it's not IP related I'd say of course when you've the code the character can be moved
to any other account no matter who's the owner - the machine doesn't know that anyways
and only relies on the code.

In reading the procedure, it sounds that "yes" you can do it.....might try it out with a friend.

This could actualy lead to some intersting faction activity, such as creating multiple 'blank' starting level ships for members of your faction allready fully kitted, then just transfering them to new recruits as needed, as well as transfering vessels between players, too
