Have to admit that I never understood Rogues in Kusari...Rogues are displaced workers hitting back against those that they see as their persecutors...ie the Liberty authorities/corporations...so no real reason for them to go to Kusari...
close to their border. Read some infocard around shikoku, you will discover the place used to be a fairly good piracy place, especially that many liberty corporation take shikoku as an important transit place to go through core imperial space. Rogues find this place quite interesting to hit at.
You'll also find Rogue NPCs in southern Shikoku. In fact, them and the Lane Hackers are just about the only things Bounty Hunters are allowed to hunt in Shikoku, as some KNF and KSP may look down on foreigners doing their jobs.
EDIT: Well, they CAN hunt BDs and GC, but conservatives would frown on it, while liberals would smile on it. Kusari is a very, very weird place, yes?
