You don't need permission from any player faction to use any Zoner ship, just have the right ID and IFF (Zoners Guard, not the easiest to get) and stay in RP.

You do not have to ask for permission for caps from player factions, acording to the Admin Decree regarding to the Order, applying to all.

They cannot dictate who gets what, However i would suspect (and hope) that liberty bypass's this, because they REALLY do have a cap-spam problem.
