No scam. Some factions will help you get equipped. You would be expected to respond to their kindness by not making their faction look stupid or by running off with the money and equipment.

I play on multiple servers, but what I love about Discovery is the self imposed restrictions that leads to Sirius having real personality. If I want to PvP I go elsewhere, if i want a vibrant and more realistic setting I come here. Please take in the sound advice above me - it will really help & read the rules more then once.
So even though my friend and I are low level we wont be...attacked by everyone :O. I get the impression from what I have read that it is very hard to level up and get money with all of the pirating shenanigans performed by the non-RP, pure pvp jerks. It also seems like we will be essentially ignored because of our weakness, and while everyone will be progressing with their faction, we will be stuck attempting to catch up to our factions level just to be helpful to the faction.
attacking civilian ID'd players under level 30 is not permitted, so as long as you're under level 30 - you're safe. Well, assuming you keep a civilian ID until then, if you get a faction ID you can be attacked by enemy factions.
You will have to get a faction ID once you reach level 40, as the civilian ID cannot be used past that.
