Ouch, considering I was stationed on the USS Nimitz CVN 68 for 4 long years, I can agree that this could not happen in today's world...
But, on the flip side if they decom a ship (or boat), it's either going to be turned into 3 things: A) Spare metal B) A museum C) A wildlife "reef" for the fishes off one of our coasts.
Now back to Disco: if they RP these ships being sold (like a junker makes a "promise" to scrap it and ends up fixing the ship) then it would make sense to see the whole ship sold to a random bidder.
All it really comes down is who or what company (or faction) these ships belong to. The Russian Republic is known to sell ships, boats, and submarines to any of it's "allies" (without weapons most of the time) but depending how desperate or lawless a group is, they "could" get away with a full blown auction.
Gotta agree with Magoo!, some auctions are completely oorp...
Speaking as one who tries to get everyone to be as much in RP as possible, knock it off with this. Who cares if it makes sense in RP or not, that people can sell their ships.
It's not like they're actually using ads on the liberty news channel.
If an unlawful is selling the ship, if you seriously need something, view it as he was selling it on one of the pirate stations, an unlawful market, whatever.

If you ask me, the whole 'sales department' of the roleplaying section needs a kick in the arse. Most of the times it's just 'Hi I deleted my char so now I'm selling this and that for that and such'. What ever happened to the 'Roleplay' aspect?
As for the Gallic Brigands Battleboat, I suppose he could do it if he'd just make a propper RP post explaining that he's selling it to Gallic unlawfulls. If somebody wants to buy the ship he could pose as one. Just slap on a generic french accent, use some colourfull words and you're done.
There definitely is some oddness involved. I think the best solution would be to have both an inrp and an oorp selling area because there are certainly many possibilities for each. Or ask the non-rp ones to mention it in the title to avoid confusion, perhaps?
I never really thought about the auctions as something in-RP. In my opinion , its just a tool that facilitates getting the ship, weapons, rep and etc without having to go around for hours doing so. If it helps RP or not , it depends on thge buyer. A good RPer will get a namechange and swiftly start RPing the ship whereas a lolwutter will go terrorising the neighborhood and get banned soon thereafter.

The people selling the ships should at least put some salt into it. A fine example would be Exile's thread looking for a 'new' Geb. Since he's a Captain whose ship was annihilated, realistically he wouldn't just buy another one, so he phrased it as
"About to retire? Your ship too badly damaged? About to get shot for nomad infestation or treason? Now's your chance to leave your baby somewhere safe!"
Because realistically, a shipless captain would be given command of a ship whose captain was retiring/under trial... And if the Order High Command hated him, they'd give him a ratty old beaten up ship.
