Well, if you put it that way, the whole ID system is flawed and there's little we can do about it, judging from the dev feedback. To be honest, the ID should only give you basic guidelines, not rules to follow engraved in stone. And pirates do attack lawfuls, because they take unlawful bounties on them. Makes perfect sense for me, a pirate is basically one mercenary that went too far, and is denied docking rights on pretty much every 'lawful' outposts and planets.
If you know the Fallout karma system, you might consider the Freelancer ID representing the good karma of the character, the Mercenary ID being the neutral karma, and the Pirate ID obviously the bad karma.
That's pretty much the only way of thinking about the ID systems, because otherwise you would just use it as a metagaming tool.

That's 100% true.But then again,if this is done,I bet the number of Xenos will be doubled.
I think that the only issue would be if a trader tried to claim that he was a lawful, and therefore the pirate couldn't attack him. Other than that - I use my pirate ID'd character AS a pirate (scary as that sounds). Money? Who wants money - I want 1/4 of your cargo... :)

I think doing suggested change will not fix the problem you see.
If it does go through, then you'll get sanctions of "lawfuls" on those with Pirate ID's for pirating. Adding MORE vomit to the mess.
You'll also get pirates harrasing traders and other lawfuls until THEY engage, then attacking them.
It's not teh wording of the ID that is the problem.
It's teh attitude of those who wield it, same as anyone else's ID.

It's definitely the player not the ID system. However, I wish the pirate ID wasn't so friendly with all of the pirate factions - they're competition, and why would they support their competition? Why would the Outcasts practically give out their Tridentes to random pirates in liberty? Same for Rogue gunboats, lane hacker gunships and bombers, etc. I'd expect the pirates to have at best civilian or borderworld equipment, as most of them won't have the connections or proper diplomacy to access factionised equipment. Unlawful factions should be white to the pirate id, so that all these tridentes actually require a proper posted reason why/how they were acquired.
