Somone recently PM'ed me about this and reminded me that I actually looked forward to the idea of being a Gallic Spy.
So, anyone interested in helping me get started?:)

When the Gallic sleeper ship arrived in what is now New Paris thier first order of buisness was to find out what had become of the other sleeper ships. To this end, the Gallic Exploratory Service was esablished.
The Gallic Exploratory Service was tasked with not only finding colonisable worlds and resource rich locations for Gallia to develop, but to make contact with the rest of Sirius. They were to be covert and unseen in thier actions so that Gallia could prepare itself until such a time as they wished to reveal themselfs.
The Gallic Exploratory Service first made contact with the Houses in 323 AS. Thier initial reports looked grim. The Sirrian Houses had much more advanced technology than Gallia had been able to develop and had a much stronger foothold on thier space than Gallic leaders had anticipated. It was at this point that the Gallic Exploratory Service stopped being covert scouts and became spys. They were re-esablished as the Gallic Secret Service.
The Gallic Secret Service was now tasked with retrival of Sirrian technology, the destabalisation of the Houses and the explotation of thier successes. After many meetings of the Secret Service leaders, they struck upon the idea of using the Junkers. The scrap merchants and traders of Gallia would be the idea cover for thier opperations. This would be the first stage in thier plan.
The Junker industry was quickly pressed into GSS control by the goverments, key positions being handed over to GSS personell. While much of the work was left to be done by Junker pilots independantly, the GSS leaders would push the Junkers in the directions they wanted. Most importanly pushing the Junkers to branch out into Sirrius, all the while under strict order to not reveal thier origins. While some felt that the salvage workers could not be trusted to keep the secret safe, the threat of being assasinated by a GSS agent meant that most Junkers dident disscuss thier work even with each other for fear of being overheard.
In time the Junkers would move in to work through the scrap of Sirrius, salveging the technology that was cast out. There was already a cottage industry in the scrap fields and so blending in would be easy. When the first Junkers appeared in the scrap around New York they went resonably unoticed altho the team work and organisation of the group made them stand out from the rag tag fleets of other salvegers.
As the Junkers loaded up thier ships GSS agents would pick though thier findings and confiscate anything they felt would help the crown before an unlucky pilot was picked the carry the cargo through the slowly expanding minefields on the edges of Gallic space.
It wasent long before the Junkers built thier first base of operations in Sirrius. Paid for in part by the Sirrian money collected from scrap merchantearing. The rest of the funds came from the GSS who wanted it so as to facilitate the revese enginering of Sirrian technology. The base was given no name by the GSS to help keep it undercover, the Junkers simply called it Junker Base. The base was soon noticed by Libertys unlawful populations who found it usefull as a staging post for strike on the trade lanes. The unlawfulls dubbed the base Rochester.
At first he GSS were uneasy about Sirrians potentialy discovering thier true nature through the use of base, but even the pirates were better equppiped than them, they could not risk a conflict. On the other hand the pirates were aiding them in thier goal to destabalise the houses and after much deliberation the GSS decided to allow the Junkers to welcome the pirates into thier home, happily taking thier looted goods and technology off thier hands and ferreting it away for later transport back to Gallic space.
This trend continued thought Sirrius. The Junkers would move in along with a small number of GSS agents, set up a base and welcome in unlawfuls while keeping the authoritys pleased with thier efficient salveging and reprossesing services. During this time pure gallic Junkers were becoming spead out and co-ordination was becoming more difficult. Fewer avaiable personel also meant fewer people available to work the scrap fields and make deals with merchant and pirate groups. It was at this point that the GSS allowed the recuiting Sirrians.
Thier first recuits were the independant scrappers, they were already using thier bases and were exprianced in what the Junkers wanted them to do. They were, of cource kept out of the loop as to thier real goals and were employed mainly as scrappers and merchants. It was around this time that smuggling was begining to take off. Cardamine was coming in from the Outcasts and strange artifacts arriving from Corsair space. The GSS encouraced the Junkers to work themselfs in as the link beween the lawfull and unlawfull groups and furthered thier own goals by using thier new fleet of Sirrian pilots to proift from these new events.
When the Nomad wars struck the GSS went underground. Control of the Junkers was left in thier own hands but not before the GSS ensured the silence of some of the more outpoken Gallic Junkers, often meaning that Sirrians were given key roles. The war became a perfect oppertunity for the GSS to get thier hands on the most prised technologys of Sirrius and to infiltrate Sirrian groups. Somthing that the GSS had yet to accomplish. As pilots were killed in the ensuing battles, House militrays hosted recuitment drives which GSS agents attended. With shipyards being pressed into higher outputs, they clamoured for more emlpoyees and the GSS staffed thier factorys. Work orders went missing, weapons were delivered missing key components, somtimes even whole ships were lost. Most events being blamed on the war or overworked staff.
When the war came to an end the GSS pulled out many personel from thier infiltradted positions. By this time nearly all the technologys off Sirius were in thier hands. There was little they needed from the civilian corperations and they would not be able to get away with so much now that things had settled down. They returned to thier old opperation, the Junkers only to find that they had developed without them. They Junkers has become much more powerfull, diplomatic and had even expanded thier opperations within smuggling. It was also apparent that they could not fall back into the leadership positions they had previously vacated. The GSS was forced to infiltrate thier own organisation.
Meanwhile back home in Gallia, the Civil war was starting. Key GSS agents were recalled to protect thier home futher putting strain on thier resources. The GSS had to make every action count and weaken the Sirrians as much as posible.
In the folowing years the GSS would have a hand in many of the problems to befall Sirrius. Agents in the Liberty Navy would leak Alaskan partol reports into Rhineland, sparking its investigation. GSS in Bretonia would voice thier opinions on who controled Tau space and GSS public speakers would rally civilians to become vigilaties so that the destabaliseation could continue without them and turning the Houses against thier own people.
It was at that point that the Council broke though the minefields. The posibility that the Junkers were revealed as a previously GSS controled organisation was high and the GSS were faced to go into hiding again. After many heated debates with both the leaders of the GSS and the Royalist it was decided that the GSS's mission was over and the transmission to recall all opperatives was sent out.
Faction Command Chain
The GSS would have 3 seperate departments Alpha Agents - Alpha Agents would be inter-faction spys. The best spys in the buissness. They are the ones who are still active in Sirrius's houses and factions and are positioned for long term espionage.
Alpha'a are seen as the suave elite, who are intelligent and cunning. Beta Agents - Beta agents are the backup's of Alpha Agents. Betas are tipicaly founds amongst Junkers. Beta agents are the ones responsible for taking data and tech back to Gallia or taking on missions that could compromise an Alpha agents cover (such as ship theft or attacks). They tipicaly jump from mission to mission regulaly.
Betas are often highly skilled assasins and combatants as well and shrewed navigators and scouts. Gamma Agents - These are homeland security. They spend most of thier time looking for Council spys and Pollice corruption. Gamma agents are often rookies to the Service or agents are busted down to Gamma status as a punishment.
While the Gamma's are looked down uppon by other Agents they are still viewed with respect and just a small amount of fear by the rest of the populace. All Gamma agents look forward to the day they are recognised and promoted to Gamma or Alpha rank.

Opperation Leaders are Agents within the 3 ranks that contol one off the opperations taking place. Such as the Leader of a RM infitration attempt, who would have agents below him who he would co-ordninate. Agent Leaders could have 2-4 Operations in effect at any time. Thier infomation on them comes from the Operations leader.

Summary
The Gallic Secret Service would effectivly be the LSF of Gallia.
The faction would RP with thier old spy contacts to keep up to date and to keep trying to destabalise Sirrius. I would expect RP along the lines of Infiltration, the theft of Technology or trying to insite conflicts.
If permitted I would like it so that Faction members could create new characters that they could then get recuited into factions, who would then try to cause problems or RP the transport of Guns back to Gallia and such. Expect diplomatic post about BMM being seen hauling Artifacts in Rhineland and then fleeing, ditching thier cargo. Or a Liberty Navy ship falsifing a scan on a Kusari transport and that sort of thing. ( I would want spys to leave little clues as to thier true plan if possible. such as making the false scanner readings show more cargo than the ship can carry, or the BMM ship is coming from the wrong direction, that sort of thing. Give somthing for the House inteligence services to do. )
They would fly under Junker Tags/ID's and fly Junker, Gallic Civilian and possibly some Gallic Police ships. Except of cource where they are spying/infiltrating.
GSS agents
GSS agents will tipicaly undertake spying and infiltation RP. I would expect Agents to leave little clues, not binidingly obvous ones but somthing for the House inteligence services to pick up if they looked closely. The clues would need to be looked over by a GSS leader before they were added and as an incetive the bigger the clue the more "Agent points" the player recives should his task be sucessfull. Agent points would be used in a similar way to how the Slavers Union uses thier point system. They would be used to decide on faction promotions and spent on aquisitions such as ships or possibly even the use of Beta and Gamma agents in thier opperations.
Agents would only ever infiltrate factions, there will be no indie police or navy acting as Spys as that would defeat the point of having spy RP.
RP examples
An Alpha agent joins a Vigilate faction with false infomation. While there he attempts to get them to attack certain targets. A long infiltrated Alpha agent in the LPI would recive 'anonymous' infomation that an attack is begining and inform his wingmen, Neither GSS agent would be present at the battle.
The Clues: Non-participation in the battle, Not revealing the LPI's infomation source, Mistakes in the Vigilate application.
An Alpha agent has requisitioned a Beta agent for use in his assignment. They both infiltrate Kishiro, the Beta agent takes the role of an escort while the Alpha agent as a trader. The Alpha deliberatly loads up his ship with a handfull of slaves along with his trade goods. He then allows himslef to be stopped and scanned by an LPI officer while on his route. One he has been scanned he drops his cargo and the Beta agent quickly destroys it. The agents take screenshots of thier cargo holds and then argue the fine with the officer before the LPI calls for backup and attacks the Agents. The Alpha agent will flee back to Kusari while the Beta fights with the LPI to help him escape. Later the Agents will attempt to make the two houses belive they were the victims of the corrupt police force.
The Clues: Agent evidence will show a slightly less than full cargo hold (explained away by lack of funds to fill it). If the LPI was quick he could have images to counter thier accusations. There is no reason that they would transport slaves through Liberty anyway, unless to cause a problem.
An Alpha has worked himself deep into the Bretonian Military over a long period, there is news that an important Liberty ship is coming to visit new London. This is too good an oppertunity to miss and the Agent uses the "Agent points" he has accumulated during his deep infiltration to get 3 Betas to sign up to the BAF and obtain bombers, the Alpha clears thier applications. When the Liberty ship arrives the Betas provide escort for a shrot time before attacking the ship when it least expects it. The Liberty ship calls for backup and the support is baffled and confused by what they see. In the chaos all 3 Betas are shot down but the Liberty ship survives with heavy dammage. The investigation by Bretonian Intelligence shows that the 3 new recuits have gone AWOL, the officer that cleared thier applications is put under close scruitiny and eventualy arrested as a spy.
An event is planned for his escape where GSS tagged ships attempt to break out the Alpha agent.

Syndic are actually a Gallic Junker organisation of pro AND anti Royalists. They agree to work together as Junkers while maintaining their own political loyalties. Its an unoffcial group and anyone is welcome to rp as a "member" (in character) of it if intersted. just tag "Syndic." and its understood. I am doing some setup now for it--I have to build slowly due to my schedule. In essence, "Syndic" just means you are from Gallia and are neutral to all Junkers regardless of their politics.
Some loyalists in the Syndic spied for the monarchy and are retired or possibly even still active. Others spied for the Council. They have a "don't ask, don't tell" policy in order to continue to work together as Junkers. I'll have to update the wiki as it was a quick and incomplete entry--sorry.
The RP of Tinkerbell originally was to be that the co-Founder of the Congres was a Gallic spy--Oniros (He is French in real life). Oniros was overtaken by real life and it fell to my own proxy now, Syndic.Adelei.Niska. Tinkerbell is currently integrating Gallic and non-Gallic Junkers in all his "employment opportunities" for Junkers. He sees them all as true Junkers--not "Gallic" or "Sirius" (though obviously he realizes the practicalities). He sees this as the Junker future and essential for survival of Junker culture.
Another player here Rps a Junker with a unique angle too--he was brainwashed and conditioned by the Gallic secret service to be an operative--think "La Femme Nikita", "Conspiracy Theory" or "Dollhouse".
Then we add you proposal and there are multiple venues and streams as to how Junkers and the GSS interact. All of the above should remain valid. One player I know already Rps a secret agent for the GRN and spies still as a Junker. You never know.
Proposal is good overall--just don't turn-off other Rps in creating it. FYI--my own take as a Syndic is certain groups proved difficult or impossible to infiltrate for ethnic and racial reasons. Primarily, Kusari factions due to culture and ethnicity--so there are no Hogosha Gallic spies from the Syndic point of view (this is to harmonize with the faction detail that Junkers never cracked Kusari). I also include Corsairs and Outcasts in that group as well due to ethnicity and strong cultural differences. True assimilation in these groups would be difficult (Spying hard but possible but actual infiltration as aa sleeper agent would be very difficult). Remember Igiss describes Junkers as an Anglo-Saxon subculture within Gallia.
I have no intention of over-ruling other Spy of Gallic RP with this. As far as I see it anyone not part of the GSS, but who RP's as a spy was prehaps given a direct goverment order and the GSS were kept out of the loop, or that when the call for the GSS to withdraw from certain areas was given, some agents never got the message or decided to stay for thier own reasons (prehaps they felt the re-call was a rash decicion, or that they were too important to simply leave). As such they were stricken from GSS records but still accepted if they ever returned, depending on thier reasons of cource.
I also belive that some spys may well have been deliberatly left without ties to the GSS to facilitate thier missions. If the GSS ever forms they would happily accept these men and women back.
I also would accept that Gallic spys may well have turned people to thier side and that there are people out there that support them despite being from Sirius, the GSS would of cource need to be informed of this by the spy themselfs and could not take the Sirians word for it.
I can see where you are coming from in regards to the Cultural difficulties in infiltration. I was under the impression that Gallia was quite advanced in technology terms. I can imagine that Automatic Translators and small data holding devices are the norm in Sirius and Gallia, as far as Spy Tech is concerned, I dont think it would be too far fetched for there to be such things as facial recontruction and maybe even the posibility to alter a persons voice.
Also with the Junkers being a cover for so long I'm sure it would have been trivial for them to study thier targets culture and mannerisms while they were 'visiting'.
I do agree on the Kusari issue though. Im not all that clued up on Kusari but I should have realy noticed that Kusaris strong isolationist tendancys and the lack of Junkers would have been an issue with infiltration and spying.
I think its important for me to point out that Although the GSS would use Junker Tags and ID's. Thats only because there is no GSS Tag and ID to use. I felt Junker would be the closest to use, as GRN or Police would not quite cut it.
The GSS would not be True Junkers in the sence that they do much of the actual Junker Work (they just pull the strings, or did at least). They would use Junker colours as a front like they have always done.

I think the idea is great, but you will face a problem in action. I would like more description as to the interactions you would have with other players.
I dont see why this should be seperated from the gallic junkers. Every gallic junker knows about their role in stealing technology from sirius - but only a few sirius junkers know about it, and none of the other sirius factions know that junkers had anything to do with the theft of that technology.
Junker rumors in gallia even admit that there will come a time when the Sirius and Gallic junkers must unify or seperate (i.e., sirius junkers will become hostile to the rest of sirius, or they'll become hostile to the gallic junkers when they learn the true motives of the crown).
I'm just hoping this whole Secret service aspect of Gallia doesn't turn into the LSF completely. Acting in the open and all that. (And like the LSF player factions of yore, capwhoring)
