That is a big problem, yes. Rare is the neutral superpower.
Compromise, Zoner's should refuse Corsair (perhaps all faction's in order to not to offend Corsairs) ships of war docking rights on Gran Canaria, in return for Bretonian assurances that Zoner right to free trade remains unchanged and it's ships are unmolested in Bretonia.
In RP I can see Bretonian concerns that Corsair forces are being launched from a Zoner planet, this compromise seems like a diplomatic solution that still maintains Zoner neutrality with no actual commercial cost to them.
I've given notice to the Council of Zoners so they might see what everyone (OOC) has to say/thinks so they might act in a manner that makes everyone happy.

Check the vanilla of O49. The Corsairs were hired to keep people AWAY from the Zoner's new home world after losing Planet Erie to Liberty, something that they don't want to repeat.
Another thing to consider. Zoners share borders with everyone and unfortunately have to make deals with groups that may not like each other. House vanilla WANTS the Zoner trade ships to stick to the edgeworlds as much as possible but in doing so, they meet constant piracy. Now, don't you think that they may want to make an arrangement to soften that a bit? One would be surprised of the little things that matter such as giving people some food. But, we have too many that think with the gun first.
we zoners play the canon. ( disco canon - along with what was pushed on us by the developers / mod creator for the good and bad )
if anyone want to change that - he should better do it in cooperation WITH the zoners ( something i have said quite some times ) - one sided roleplay and sulking when it fails and accusing others to be crybabies - well, to each one his own.
if the whole "event" had been prepared appropriately - if it had been conducted with the zoner players, everyone would have had fun.
too bad it was pushed on a faction that did not feel to take part in it. so maybe for future incidents a lesson could have been learned. - if you want to touch fundamental characteristics of factions and alter them - speak to them before and get to an agreement. - do not do it on your own cause you feel like it.
edit: again - there are examples of factions that do know about the difference between one sided roleplay and cooperation and team-roleplay. - and it works.
Well, the QCP had "other motives" besides money, so sayeth Blunt, so when Bretonia creeps in and starts shanking people outside of GC, their ulterior motives might have been shared so this wouldn't have been blown out of proportion.
Nobody asked everyone else's permission when the Zoners started enforcing all sorts of different things, such as NFZs and neutrality.
Forcing neutrality isn't canon.
In fact, in vanilla canon, Liberty was an inch away from outlawing Zoners. The Zoners gave into pressure regarding Unioners on FP2. Apparently they don't do that any more, but nobody asked us.
We have to keep things moving. Regardless, the first takers on the bounties were actually taken in self-defence, after being fired on when chasing Corsairs, something which Zoners do nothing about in vanilla.
Besides, nobody changed Zoners' alignments. They changed their own. You can continue to say you're neutral. Just don't force people to listen.

but if you question the NPC factions characteristic of neutrality - and give them a choice to either loose neutrality .. or loose neutrality - you question the very basic of a faction. - if you do that... you talk to the zoners. if you base your pvp ambitions on this characteric and tell zoners "do it my way or be pvped" - the canon zoner player HAVE NO CHOICE.
we cannot just loose the corsairs - its impossible. - its more probable to get a nomad pet on manahattan.
bounties - who the heck cares for a bounty? - they were ooRP anyway - "i had someone killed, now i place a bounty on everyone - including BATTLESHIPS"
and making it clear that "everyone can claim it in ANY ship" ( i thought we learned from the "good old" BHG days to limit it in favour for a fairer gameplay )
blunt: like it or not - zoner neutrality is as much a zoner characteristic as gaians protecting gaia. - sure, you can say "you did it to yourself, i don t need to respect that characteristic" - but ... is that respectful roleplaying?
for real - do you have such a problem with cooperation? - do you fear that you re turned down? - do you FEAR to talk to the zoners before you question a fundamental characterictic? - no, you don t fear it... you think people cry and you re misunderstood when you just want to enrich roleplay for everyone - except those that deserve less.
is teamwork really that hard for you?
and no - no one forces you to work as a team, no one forces you not to do what you do anyway. - what i said is a "better" way - mind a better way from my point of view - you re free to think that doing the solo show is the better way. - but you would have gotten more out of it if you had done it in cooperation, be asured.

I could go on and on but I won't.
I'm not well versed in the vanilla Zoner RP, but this is not vanilla any more. What I am saying is that Bretonia seems to have an issue with Corsair launching raids from a Zoner planet, this has nothing to do with any other House Government. Liberty is not making an issue of Zoner's supplying or allowing it's enemies to dock at Zoner bases, neither is Rhienland or Kusari.
In RP Bretonia seems to have a problem with raid's coming from GC by Corsair's . I think this is an interesting RP opportunity. Zoner's no longer require Corsair protection if you view the amount of Zoner warships you now seem to have.
The QCP denies they work for the Bretonia Government and her Majesties Government denounces them, secretly though, the QCP RP is to do dirty work that her Majesty can distance themselves from as I understand it.
What I proposed above seem's to me like a logical in-RP compromise that allows Zoner neutrality to be maintained, while you continue to trade with whoever you please, including Corsair's. If you read what I pro-posed again then you will note that what I posted allows you too maintain free trade with everyone, it simply means Corsair's launch raid's from their own bases.
Please note I don't have a Zoner or Bretonian char, I am unbiased in this whole debate. I'm just an observer of this incident and saddened by the OORP surronding this and hope an RP solution can be found. I think you are missing a good RP opportunity here to advance Zoner RP.
