I doubt Rheinland would be happy if the Corsairs were seen helping Kusari and the Zoners...
After all, the Corsairs tried to invade Rheinland only a year or two ago (and are somehow still able to be considered a threat after getting horribly beaten).
Liberty was close to banning Zoners, and doesn't like Corsairs either.
So, it would be three houses on 1.7, by the looks of things, if that's the route taken.

Omega 49 isn't in vanilla. It was added in Disco.
The problem with it is that it makes Zoners something they aren't, and the Corsair presence only encourages attacks.
Alright, I left for two hours and came back to... Well, four or five extra pages still arguing about the semantics and the general whatnot of the Zoners 'harboring' the Corsairs.

There are Corsair soldiers on GC.
One party is angry that the other committed "genocide" and said party is wanting to commit genocide in return.
By one party's logic, "They, as a nation, declared war, etc. etc." in addition to this party's logic, "They committed genocide!"
Yet as a nation, Bretonia took on a state of war (theoretically on the defense) and thus having established a two-way war, and not any boundaries, the Corsairs were probably well within their right to deal such a blow.
But the fact of the matter is we're putting guesswork A vs. Guess work B.

Remembering that the Corsairs, BH and nearly everyone who uses the Freeports will defend the Zoners, along with their massive fleet of warships.

The Bretonians never claimed to want to commit genocide. They just want the Corsairs to go away. They'd prefer they stood trial, but going away would do. Regardless, I can't see anyone saying 'they were within their rights to wipe out a planet'. That's cold, that. Heh.

Now explain me something if you will. Planet Cork is a Molly planet no? QCP, which was a BAF division, hates Mollys does it not? I'm looking at the wiki here for confirmation. Both of your characters seem to focus on this Corsair issue while the Mollys are marked as terrorists by BFA.

I had previously made a suggestion based on canon - Zoners ask Corsairs to no longer base there but continue to supply them. Corsairs then build a base in one of the ice clouds. Post #43 on page 5 or so.
