I think that the ID needs to allow fighting on either the lawful or unlawful side, but no other unlawful activities. Saves the problems with the old FL ID, but allows everyone to hire mercs.

Combat for a mercenary is not allowed except in the following cases:
Self-Defense
Contracts, can be made in private. Required forum post. Can be posted after the conflict.
Faction War. War can only be declared in retaliation or while under contract. Required forum post.
Faction Limitations:
No home system.
War can only be declared in retaliation to an attack or for a contract.Required forum post.
General Limitations:
No policing.
No pirating.
General Allowances: (to avoid confusion)
Blackmail Blackmail would be "You're carrying contraband. Pay me X credits or I'm reporting you to the authorities."
Alerting the Authorities. Alerting the Authorities would be, "I've found a smuggler/pirate/terrorist. I can either give you his location or destroy him myself... For the right price."
Escorts under contract Contract does not need to be posted on forums
Bounty Hunting -- Rules on forums.
NOTE: Neutrality is not guaranteed. Bounty hunters and other Mercenaries commonly hate and try to kill each other, especially in the case of contract competition. Also, there are groups other than mercenaries and BH's that are known to hate mercenaries.
In all cases of forum posts, name can be anonymous. Moderators may require that the name of the contractor be given to them. This is to avoid people abusing the anonymous and using one of their other characters to hire the mercenary.
Bolded things I did not mention previously but I believe should be added. Or they are examples since I could not always think of the words to describe the action without using one.
I understand it is somewhat redundant, but I'll leave that to Igiss. Unless he really, really wants me to fix it.
Virus, that is EVERYTHING a Merc ID should be. Good Job. I think thats what the New Merc ID should look like. It would be kinda hard to have all that info on the card.

This sounds as close to perfect as we're going to get. Great job Virus. Only thing I might change is the blackmail thing.

Well, if contraband items were more profitable, I would disagree with this point. I still think it is too close to piracy, but would certainly be willing to let it stand as a compromise.
Well, at least it's not demanding the contraband itself be dropped. It's just asking for a cut of the (soon-to-be, smuggler hopes-it-will-be) profits in exchange for keeping one's mouth shut on the matter, because otherwise the Smuggler would have to attack the Mercenary in an attempt to keep him from squealing, and likely risk the Authorities being alerted almost immediately, thus getting the smuggler into even more trouble and likely costing him more than just a cut of his perceived sale profits.
