They are not Liberty Sovereign space. They are not Rheinland Sovereign space. This is mostly an indie problem. You cannot enter it and claim it as your space just to remove someone in it. They're still independent worlds that were not conquered by any side. Okay? Okay.
Independent Space also means no Laws, ends up that Piracy isn't illegal, same as there isn't any smuggling, because there is no Law saying that the Cargo you have is Contraband.
Means that there is no Bounty to claim for an illegal Act.

Yeah, some random indie RM bomber stopped my smuggler at the Hamburg gate in Hudson a few days ago. Sat there and listened, he basically told me to drop it, then waited for me to go away (he couldn't carry the cargo, and I knew when I went away he would destroy the Slaves).
Dunno if he can do that. (Although it didn't effect me much in the end, I sat at just within 1k from the cargo, tractored and hit cruise:D)

Not exactly true, though. There are military patrols to contain Piracy in those system, but they are not to anyone.

Doesn't change the fact that they claim the system. It is fully within RP for a Liberty or Rheinland military unit to come after you in Hudson/Bering if you are doing something they deem illegal.
