Colonial ID's shouldn't be allowed to use for indies, unless CR themselves will decide elseway.

Way? Becouse they made this faction from zero. It actually belongs to them and they decide what to do with it. Simple as that. You have no rights over here to damand something, only please.

Once upon a time, I had 8. I know people who have a similar number as well. It's mainly because of positioning, I believe, various battlegroups, etc.
Some of those are sometimes the same character in-RP.

cuz i glanced at it(faction join requiorments) and saw like a ton of ships and wtfed

Yeah. I got 9 CR now.
And as all that knows me, 8 are fighters and 1 is a gunboat that i don't touch not even with a 7' foot pole.
