If you want a big ship a bit on the unlawful side, you can't go wrong with the Pilgrim. It's the size of a battleship, it's sexy and it can mount 11 trans cerbs. And we all know what trans cerbs can do.
What about a Yacht? That could hold plenty of people if some of the more luxurious parts get stripped down a bit. Based on cargo space, it seems it could also house a couple ships, though you'd probably need to add a door of some sort.
Prison Liner would work great, but you'd need to swap around IDs for that.
There's always a Heavy Lifter, too. It can carry big boxes through Planetary atmospheres - it's got to have enough power to carry some shuttles and people.

Cargo hold space can always be converted into other things. Labs, living quarters. "Cargo Space" is just a FL mechanics number, and a guide to how large the ship is inside. What you do to your ship inside is up to your imagination.
Works with the Pirate ID and feels plenty big enough for what you describe.
