Not quite. Outcast playerbase was occupied with dealing with CR for too long which monopolized their interest, reduced their non-CR interactions and attracted a higher than average newbie populace to their ranks. So when CR vanished and Corsairs stopped raiding them, they found themselves in lack of interactions and inability to do something despite having the biggest ZoI in Sirius.
Sooner or later they will finally realise that standing in front of Malta and waiting for people to come into you is long gone and they will go out to seek interactions. Will this going to happen by 101st and their Council of Dons or under a completely new and different form, is something which we need to wait and see.
As I said before this thread is not about nerfs or why the Outcasts activity has fallen, but how to improve it. There is no need to keep bringing up equipment changes.

We tried this. Brigands didn't really seem to be interested in diplomatic relations with the outcasts. And it's pretty hard to establish a smuggling business there if everyone is hostile.
Yes, we can sell Cardi at some places in Gallia, for a (crummy) profit. But how to do this inRP? Just smuggling Cardi there would be oorp, 'cause everyone doesn't really like outcasts and cardamine. We have no market there; and with everyone against us there wont be a market.

What time did you guys attempt into such as diplomatic relations?
There was a time in which we enjoyed going to Malta as brigands with the cardimine trade in 4.85, although we did it at a loss. There was no place to sell such to make credits, so we did such for pure RP and such to support the coming lore of 4.86 by bringing in thousands of units into gallia to sell.
There were several factors into why we ended our ties.
1) During 4.85, Outcasts viewed brigands as red on scanners, causing the 'red is dead' term. This was a constant problem for us when groups such as the 101st, XTF, and other players who knew of us were not around, making it a bit of hell.
2) Changes in leadership from Jameson. Once Jameson took over, we litterally got the shaft in leadership after months of proper RP via forums and ingame. We were promised before Jameson stepped down several fighters and outcast weaponry to make up for our lack of VHF's to help create a bit of an equal playing field. The new leadership virtually stated all work with jameson was voided, and we would have to start from the bottom again. Virtually the entire LE playergroup was enraged.
3) Continued attackes against the LE playerbase from outcasts. This was the third nail in the coffin. We in total were attacked numerously and at times without proper cause despite our friendly presence and activity. Some players who did not want the LE to exist came around several times as outcast players just to make trouble and on other occasions, simply ignored followed what was established. The final straw was when a LaBrise attack was joined with a Corsair Osiris near Freeport 10. This is Union Corse with a Corsair Battleship attacking the LE flagship in tau 37 mind you. At one point there were two Outcast capital craft present, watching the fight. One LaBrise told them that if they were to attack the LE vessel, they would leave, and so they did. That point we cut our ties and had enough.
However the 81st Syndicate tried to bring those ties back, and I applaud them for their work, but at that point most of us didn't want to continue such.
We would be more than willing to come back to Alpha to create some work. But I think it would take a lot of kissing up to do so.

Go make few chars and cry havoc with them with no regard or respect to anyone. Soon some will take notice and some rp will be done to talk about a pesky problem. Perhaps one side will get supporters other will get it's supporters and we all get stuff to do. Someone will rage, someone else will lol others will just log in to pew pew some stuff having no interest in conflict at all.
It's aint' that hard. Just dare to step on someones toes.
