With the unpredictable nature of the server, the use of missiles is a gamble and a frustrating one at times, despite their great use.
Therefore in this scenario, the new weapons are introduced that also have the ability to inflict explosive damage or splash damage to a small area, likely around the target that is hit. Essentially, if that target is hit, the sub-systems will be damaged, much like a successful missile hit.
However, these weapons would have high speed and a very slow recharge rate, making them somewhat of a snipe weapon.
I am unsure if its possible, but is there a way to make traditional guns 'explosive'? If so, how would it effect things?

I was thinking more like, shouldn't have Mortar have splash? Me thinks it should. Imagine the amount of friendly fire with that or even with fighter weapons with splash. Hah, do want. It would also make the combat more interesting when guns would be falling apart one by one.
You mean like a FLAK turret on steroids? Technically, possible. Wether or not you'd want to and how big a nightmare balancing em is, is another matter.
