Outcast Guard has Stortas. Cassini has empty Scyllas and two normal Scyllas. New York has the Drunken Codger. I don't think I know any other stationary Cruisers, maybe there are some Corsair Praefects, I am not sure.

Because destroyers are designed as ships of the line and not power projection warships. The reason stationary battleships exist is because they can sustain themselves for long periods and project a zone of influence by acting as a base for strike craft wings and providing fire support around a certain area.

Right. In fact, cruisers dont have enough space to hold enough supplies, like food, water, oxygen, fuel, and so on without beinjg resupplied every couple of days. And the powercore is much more weak, so that it would result in a heavy decrease of weapons range.
Of course, there are some stationary ones, as, like mentioned before, the rogue dessie on NY, and the OC stortas in the OC guard sys. Furthermore we have the molly dessie (have we?) in New London... But I think its mostly designed for faction who dont have heavier ships... (Do the Hessians have a stationary cruiser somewhere?)
So, finally... in my opinion, a stationary BS makes much more sense. (without regarding abuses by BS hugging)
FYI: Any craft can be made into a non-dockable base, even a fighter. Just a matter of defining the model as a solar, and assigning the appropriate gun loadout. So far we have a few battleships that have been assigned as such (of various factions, including unlawful ones), and in cruiser terms I believe only the Scylla is assigned as a cruiser weapon platform (for Mollies and the Rogues, there's one hanging near Pittsburgh as well)
I wouldn't mind seeing more of these. I would also not mind giving them a healthbar like your average turret but tagging them as indestructable - thus making them able to be disabled temporarily when people are hugging the base. I believe the Rogue Dessies in Cassini are defined to have this behaviour, not sure.
