Well, not only civilians. After all, you can get them from Battleship Concord (New-Hampshire) too. I doubt you can find many civilians around there (a distant supposed-to-be-frontline). From there they can be delivered to Huntsville/Sugarland, so Jeremy was right about the RM, I guess.

Isn't forced labor against the Geneva convention or similar treaty? I can see it happening outside of Houses though.

While I cannot vouch for this as a canonized lore standpoint, I always role played the Rheinland Liberty conflict as something more brutal than what it stands in the great book of war.

Theoretically, prisoners Rheinland takes are sent to Vierlande station, but it's lore-wise a rather harsh and brutal fortress with forced labor and prisoner abuse. In light of that, putting your captive out of his misery may be better for him than sending him to a station from where he's not likely to ever get out from. During my career as a commander in the Rheinwehr, I often instructed my men not to take prisoners either.

The IMG-RM conflict is somewhat different though, we specifically agreed with each other to avoid abusing POWs here.

The modern US prison systems are privately owned, and they used forced labor as a kind of legal slavery.

Nope, I was referring to real life US. They actually do employ legal slavery.

I'd assume that Liberty does the same though.
