I've been getting this message as I unlock, and I notice that my energy recharges painfully slow, so that I can't accomplish any missions (How am I supposed to take down a dozen gunboats without energy?). What's causing this?

So you're wanting to -become- Council and are -already- using Council tech? There is your problem, I say, use Civi tech and work your way from there.

Or /restart Gallia, then head to a Junker base, log in and out till you get Council bribe, then go buy ID and tech all you want. Easy day.

Repping for just simple factions shouldn't be THIS difficult.

The only factions that actually *require* missions are military factions, which is irrelevant for transports.
