I agree with them if that's what they're doing. I think smugglers should be getting between 10-20% more per hour of smuggling. Perhaps even more if the risk of being caught is higher and the price of the commodities reflect the RP lore of the base.
If you increase the value of running contraband routes, then an increase of smugglers and anti-smugglers would happen. Definitely a plus for pirate and police groups alike.
