With the recently introduced ruleset regarding player owned bases the server administration took a good step towards reducing the amount of ooRP and unnecessary bases without taking away a toy for many players. Now you require dedication and reasonable explanations aswell as a good story regarding the starbase you put into the Discovery universe.
This is a fairly good step towards solving quality issues regarding future POBs that I am personally very much in favour of.
However, there are still issues with existing that are not solved this way. Recent events which caused huge threads about POBs - which also eventually led to the necessary regulation - showed that the currently built POBs are a problem regarding gameplay, immersion and general lore consistency. I'm sure many people have their own examples of this in their own head.
The current amount of POBs also cause additional server load that should be aimed to get rid of. Through 'quality-control' by the administrators it would be ensured to reduce the issues caused by POBs are reduced to a minimum.
Furthermore, this does not divide all bases into two groups, basically the ones where the new rules apply and the ones where it does not, thus creating an unfair situation in favour of the current player owned bases.
Give players a timespan of 2-4 months to meet the requirements described in the link posted above if the base is core 2 or higher. (2 months for core 2 | 3 months for core 3 | 4 months for core 4).
Player Bases that don't meet the requirements within the required timespan are going to be nuked. Owners of these bases have to post in a dedicated thread or PM a relevant administrator in order to get a compensation in form of credits. Core 1 bases do not get any refunds. This "refund" is supposed to be an amount of credits that takes the credits, time and work in order to upgrade the POB into account, while applying a penalty for not successfully having a base that is up to the new standards within the timespan.
The credits gained are:
Core 2: $200.000.000 - 200 Million Credits
Core 3: $500.000.000 - 500 Million Credits
Core 4: $1.000.000.000 - 1 Billion Credits
Requirements for compensation:
Must have a thread in the player base subforum.
Must post in a dedicated thread with the same account the player base thread was posted with.
Base must be atleast Core 2.
Refunds only apply to the core level the base had when the new ruleset was introduced. A base that is core 2 now and would have core 4 in 2 months when it is going to be nuked would only receive 200 Million Credits compensation.
The compensation is up to the admins acknowledging that the time, work and credits put into a POB warrant such. As such, it is of secondary priority. First priority is to get rid of unnecessary POBs
