I am trying to Create a specific design for a race track in Kepler I am attempting to find the file for the Kepler system. And which program opens that file up?

Freelancer systems are ini files which determine the positions of the objects contained within them. You can use Freelancer Mod Studio as a visual aid, but more serious work is best done through notepad++.

3D ripper DX takes 3D screenshots, you can use it pretty well you have a render scene for whatever you see on your screen, including starsphere, effects, etc.
