My trader used to run by Cali all the time. Most of the time, they left him alone. Other times, those weapon platforms would do a number on his poor little X-Shuttle.
The only hypothesis I ever came up with was that if a GC NPC or other Outcast-ally that I was hostile to was anywhere nearby, the Outcasts would also turn red.
