What is its intended destination (cargo), use (technology), purpose (military presence), and reasoning (additional licenses)? : As we build engines Mecachrome Engine Supply requires High Temperature Alloys from Rheinland sometimes 3rd party suppliers are not available and we have to retrieve these items ourselves. We offset these travel expenses by buying Cigars from our neighbour Avignon Refining Station and exporting them back to Rheinland.

As the highest ranking serving Gendarme, I want to strongly suggest that there is no need to provide licenses to Sirians to cross the restricted lane. The Tau-23 lane is restricted for a reason, and every extra license adds an unnecessary burden upon my Gendarmes.
The lane can be accessed with any Gallic lawful escort as per our law:

Entering 10k area around GNI bases.
Entering locations marked as restricted.
Exemption: Gallic Law Enforcement, Corporations (Defined as GMS, IDF Shipping and EFL). Gallic Law Enforcement present in-field may grant one-off permissions and/or escorts.
The Gendarmerie's recommendation is to deny the above license request.
